This diplomatic message serves to inform both the Slavorussian government with whom the Darwin Accords was signed, and the government of Australia in it's capacity of overseeing the operations of the Bely Island Police Force. The BNS Vodka (Submarine) arrives at Novaya Zemlya. 3,400 soldiers are deployed from the mainland to the bases on Novaya Zemlya. The task force itself remains in position, while activity at the two main bases in Novaya Zemlya picks up tremendously. The Military High Command calls up 20,000 soldiers and 10 OZ units and places them on standby to begin deploying to Novaya Zemlya. The Novaya Zemlya military bases move from DEFCON 4, up to DEFCON 2.5. Novaya Zemlya's Regional Governor Col. Kharkov is called to Sygh-Varthys for consultations with government officials. It is out of the concern that this instability could extend across into our borders that we feel that the Darwin Accords must be modified. It would therefore be irresponsible of us to attempt to unilaterally modify the treaty without the input of the Slavorussian government. We feel that utilizing the opportunity to amend the treaty now, rather than later would be preferable, as we would have to resort to other less preferred options to ensure the security of our territory and the nearby areas. It is also better to amend the treaty to include the realities of the situation on both sides of the border, rather than canceling it outright.
