Constitution of the New World Atlantic Charter

Important Terms:

Infra – infrastructure

ZI – Zero Infrastructure, a punishment used to reduce a nations infra to zero

Founding Alliance – Old Atlantic Charter and/or United World Order

Preamble:

The Constitution of the Unification of the United World Order and the Old Atlantic Charter (CUUWOOAC) is the legal founding document of the UWO-OAC Alliance. The Constitution is to be abided by at all times.

Section 1 – Laws and Regulations

Article 1 – Tech Raids

Tech raids are permitted in the UWO-OAC Alliance as long as the victim is not a member of an alliance over 10 members. Tech raids are not permitted if the victim is a member of an alliance over 10 members. If a member of the UWO-OAC Alliance infringes on this law, then the lawbreaker must suffer a sentence from a ban from tech raiding for a week to Temporary Zero Infrastructure.

Section 2 – Foreign Policy

Article 2 – Membership

Membership into the UWO-OAC is achieved by notifying a current member of the UWO-OAC. The applicant will then be required to follow the instructions provided.

Article 3 – Recruitment

Currently, the UWO-OAC believes in mass recruitment, and every member is encouraged to assist in recruiting by sending out recruitment messages to new nations at least once a week.

Article 4 – Invasion of UWO-OAC Nations

If a nation of the UWO-OAC is to be attacked in any form and for any reason by a nation of no alliance affiliation, then it is considered an act of war and all nations of the UWO-OAC would be given permission to attack as well. If a nation of the UWO-OAC is attacked by a nation with an alliance, then it would also be considered an act of war with the particular alliance, and the UWO-OAC would follow the right course of action as dictated by the Ministry of War and the Imperial Family.

Section 3 – System of Government

Article 5 - Emperor

Two Emperors are to be chosen by the UWO-OAC Alliance members through a vote by majority if a vacancy occurs. The Emperor can only be chosen from existing Imperial Court magistrate. The Emperor can rule for life unless the High Council determines that an Emperor is unreliable and decides to overthrow him through a vote with 90% of the council agreeing and the other Emperor agreeing.

The Emperors are given extreme power, and have the power to do whatever leases them and has the authority to give any order to any member of the UWO-OAC Alliance, with the only exception as to ordering the other Emperor to abdicate. All references to the Emperors must include the honorifics; His Majesty; Her Majesty apart from instant messaging or in other extreme cases. The two Emperors can also be known as the Imperial Family if referring to both at the same time.

Article 6 - Secretary of State

One Secretary of State is appointed by each Emperor. There job is to provide information about the happenings of the alliance to the Emperor on demand, and in war or financial struggles, to advise the Imperial Family on the right course of action. They have the authority to demand any information from any Ministry or any member, and if refused, may use the military to convince them to hand over the information.

Article 7 - Prime Minister

The Prime Minister is in charge of all the Ministries of the alliance, and is in charge of maintaining harmonious relations between each Ministry. In addition, the Prime Minister is to also compile information on each Ministry to provide a monthly report to the Emperor on the productivity of the alliance. The Prime Minister is chosen by the Imperial Family.

Article 8 - Minister

Each Minister is the leader of his own Ministry. A Minister is in charge of the operations of there own Ministry, and has the authority to command those in there own Ministry. A Minister is in charge of recruiting people to there own Ministry apart from the Ministry of Defence, in which everyone is conscripted into automatically. A Minister is to ensure that his Ministry is working at full potential, and is responsible for submitting weekly reports to the Prime Minister. Ministers are chosen by the Prime Minister.

Article 9 - Vice Minister

A Vice Minister is the assistant and the replacement Minister in each Ministry. A Vice Minister is in charge of assisting his Minister and working as a replacement Minister when his Minister is unavailable. A Vice Minister is chosen by his Minister.

Article 10 – Imperial Court

The Imperial Court is the court that is responsible for the trialling of members that have infringed on the Constitution, debate and discussion of the constitution, debate and discussion of any treaties that involve the UWO-OAC, and debate and discussion of any recent important news. They have the power to remove an emperor if they achieve a vote amongst themselves of a majority of 90% or over. The court is made up of 9 magistrates. If 100% of the court agrees that a particular article of the Constitution is in error, they may amend the particular article with whatever changes that they make to be agreed by entire Imperial Court.

Section 4 – Extreme Policies

Introduction

Section 4 of the Constitution of the Unification of the United World Order and the Old Atlantic Charter is the only section in the Constitution that allows the alliance to choose to activate its three distinct Articles at the Imperial Family’s discretion. The Section and all articles are enabled by default unless the Imperial Family changes it through a vote by the two emperors with at least both of them agreeing.

Article 11 – Disabling of Section 3

In the extreme circumstances that the alliance is low on members, the Emperors of the UWO-OAC Alliance may choose to activate Section 4 Article 1 in order to disable Section 3 of the Constitution without any vote. However, if this is to occur, the two Emperors (Imperial Family), must choose to activate either Section 4 Article 2 or Section 4 Article 3.

Article 12 - Government 1

Enacted when the government is too small to have separate Ministries as directed by the Imperial Family. It involves the authorisation of Ministries operating without official leaders in order to suit the needs of a small alliance. It is the Article that replaces the Ministries, High Council, and Ministers part of Section 3 if enacted. The Imperial Family still remains the sole ruler of the UWO-OAC.

Article 13 – Government 2

Enacted when the government is medium in size as determined by the Imperial Family. It enables Ministries to operate with only one or two leaders/ministers lieutenants, and no other assistants, in order to help distribute resources throughout a medium sized alliance. It is the Article that replaces the Ministries, High Council, and Ministers part of Section 3 if enacted. The Imperial Family still remains the sole ruler of the UWO-OAC.

Section 5 – Power Distribution Measures

Article 14 – Resignation of Elders

Firstly, elders are people that are/were in either the Old Atlantic Charter or United World Order and moved to the UWO-OAC Alliance. They remain as an elder for life. An elder has several abilities, with the first being an admin, and the second being able to vote for the sacking of Ministers in the government. They are also completely immune to sacking by vote from the High Council, and can only be sacked by a superior elder or the two Emperors.

Elders can resign freely and unbounded by any law at any given time provided that they leave a message notifying the alliance about his/her resignation. If however, all the elders from one founding alliance leave at once (within 24 hours of each other),, then they may enact Article 2 of Section 5, which would result in all treaties with other alliances being cancelled as soon as possible in accordance with the particular treaty. This Article is to ensure that one founding alliance does not abuse the other founding alliance.

Article 15 – Simultaneous Resignation

This article may be enacted if all elders from a single founding alliance leave at once (within 24 hours of each other), and can be enacted by any of the leaving members.

Article 16 – Emergency Power

If Article 1 and 2 of Section 5 causes the alliance to slow down or appear to slow down to non-elders, then the non-elders would be required to hold a vote and gain a 80% majority amongst themselves to decide whether Article 1 and 2 should remain. If they decide that it is not to remain, then Article 1 and 2 (and subsequently Section 5) would be defunct. However, for a vote to be allowed or eligible, the alliance must achieve at least 18 members in total.

Article 17 – Equal Power between UWO and OAC former members

The members of the two founding alliances, UWO and OAC, must agree that they would never attempt to minimise or make any decision for the alliance that would alienate the other founding alliance. In addition, they are also to agree that NuclearWizard and Lord Undertaker are to be the first two Emperors of the alliance, and that they hold the power to give any order to any member of the alliance.

an old flatmate of mine Deranged Maniac used to fight with OAC when Bravo was in charge

he spoke very highly of Leonel of Manhattan too

Fixed, and thanks for pointing that out. I believe the error was because i was changing an older version of the constitution to the newer one (changing the name and all that). Yes, Leonel is still in the OAC. He is a very good player. Thanks for pointing that out and having interest in this news. :)
