Wasting no time he began: "As the government of the SST (Recognized by Vauleo-Buryatia as being the successor state to the Haruhiist Empire) has been dissolved via the merger into the new state Dai Etania Teikoku, it is vital that we discuss how this development will affect the administration of the South Kamchatka region as specified under the existing agreement." "It is in my own belief that Dai Etania Teikoku is in itself a successor state to both Furon and the SST. My Empress has told me if possible, if the drafting of a new agreement is available to secure that the Teikoku retains control of South Kamchatka as the SST had before it. "At present, in light of the fact that we have no diplomatic ties with the new state Dai Etania Teikoku, our government is not prepared to enter into a similar binding agreement at this stage. She wrote her own name down on the paper, and then stamped it with Haruhi's signature. "Consider the territory relinquished until further notice."
