Transamur Line:

Michuraza - Urajiosutuko

Komsomolsk - Haruhigrad

Chishima Line:

Haruhigrad - Kunashiri

Kunashiri - Shikotan

Shikotan - Etorofu

Etorofu - Uruppu

Uruppu - Raikoke

Kamchatka Line:

Raikoke - Paramushiru

Shikotan - Etorofu

Paramishiru - Petropavlovsk-Kamchatsky

We understand that each nation prefers to enact its own tariff rates on goods transiting through its territories. If each nation could post their rates we could organize them to form a comprehensive system which would help during the actual trades. If we have this comprehensive trades the Governing Board can calculate the tariff to be paid to each country of transit according to that country's own tariff rates and ensure the payment of the tariff before the actual transit itself so that another check by the transit nation would not be necessary. This system would lead to faster transit and better organized procedures.

Since the Kingdom of Cochin was under the impression that all the transit was to be of tariff free nature, we shall announce our tariff based on the tariffs announced by the other nations in the network.

"Hard to tell, it depends on a number of factors. Generally speaking, there is a base 20% trade tariff on goods. The nations with whom we are tied to through the Asian Union, AUP and now this Rail Treaty would get a 50% discount. However, there is a 5-10% additional environmental tax on polluting materials, and a 5% discount on educative materials and so-called 'primary necessities'. Therefore, our system would be the following."

Base tariff: 20% on raw materials, 25% on completed goods.

Home Market Tax: 5% on completed foreign goods that are of comparable quality with national Zargathian goods.

Environmental Tax: 5% on products containing minor pollutants, 10% on products containing Coal, Oil, Uranium and other heavy pollutants.

Primary Subsidy: -5% (Food, Water, Books etc.)

"The end result, being anywhere between 15% and 40%, is then to be halved for signatories of the Asian Union, AUP and members of the Inter-Asian Rail Network. More information can be found in the following document."

An aide opens a briefcase, taking out a book of roughly one hundred and twenty pages, which he hands it to the Cochin delegation.

The Cochin diplomat took the book and wiping a slight sweat, kept it aside.

"This seem to be the tariff rates for trades concerning Zargathia. This need not apply to trade goods merely transiting through the Zargathian railway lines. Perhaps Zargathia could inform us of its transit tariffs?"

The Caucasian ambassador grunted. "This was a plan for unity in Asia...well, Eurasia, since we're not fully an Asian state. Why must we weaken the unity of the railway by placing tariffs on it? Will our economies not benefit enough from the simple increase in trade? Caucasia is fully willing to remove all tariffs of the railway in our nation."

All lines have been completed, not totally on schedule, but completed nonetheless.

The nation of Kivortistan understands the need for tariffs for some, as in a simple learning of economics can explain. So we would be willing to accept any standard tariff proposed and accepted by the involved nations.
