Implementation of White Cross directives

Ever since his return from Brisbane a week ago, Thadon had been working to do his part in the White Cross. His first act was to create a national branch to carry out the business of the organization. So the Arctican White Cross was created, and at its formation was little more than a headquarters building and its staff. Then, under the Thurokiir's guidance, the new President of the AWC began to make Arctica compliant with articles 2, 3, and 4 of the treaty.

First, a recruiting drive was started in the country, seeking volunteers for construction work, medical support, and spiritual support, as well as paid positions doing clerical work for the AWC. A week later, two thousand laborers, nearly a thousand doctors and nurses, and a couple dozen Catholic priests were recruited, to work in the country and the refugee camps unless needed for overseas work.

Second, about 6,000 square miles of government land in the south of Madagascar was appropriated. Prefab houses were moved in and construction began on infrastructure such as roads, water, and power lines to the area. Several airfields were built for easier access when the time came for the place to be occupied. It was officially named the "Arctica White Cross Displaced Persons Settlement" but no doubt any refugees who came there would create a new name for it. Since it was the owned by the AWC, which was a branch of the WC, the 6,000 square miles was legally international territory. The AWC bought water bottles, fuel, and nonperishable foods to be used by refugees. The supplies would be replaced if they weren't used before expiration.

Finally, funds were taken from the national budget and transferred to White Cross accounts. They amounted to 2% of the budget minus the costs of implementing articles 3 and 4.

Thadon sent Goran Višnjić to Brisbane to serve as his country's representative to the White Cross. Goran carried with him a report detailing what Arctica did to comply with the treaty.

IC: The Promised Land branch of the White Cross was still in existence from the old charter, but it had fallen into neglect. This was changed. A drive was held for not only workers, but funds. The government would of course contribute its share, but every Pound, Dollar, Mark, or other piece of currency would be that much more the White Cross could do when the time came.

Funds began pouring in, courtesy of the new boom in the economy, and workers were not in short supply, either, considering the upswing in the economy was only recent and many still needed jobs.

Volunteers also made their willingness to help known, though in smaller numbers, and they would be the ones on standby, in case the regular workers were ever overworked.

The Curristan Branch of the White Cross had been established by the Curristan Government as President Richards placed her signature on the White Cross treaty. C$40 Million Curristan Dollars had been pumped into the branch and would be in due course filtered into White Cross projects.

Its headquarters was Floors 50-54 in the South Tower of the Curristan Trade Center. 25,000 employees worked the floors and maintained the offices. This would also give the White Cross more publicity in Curristan. At the same time, White Cross charity shops began springing up all over Curristan in the major cities.

Though no specific patch of land was marked as being specifically for White Cross use, a number of government funded soup kitchens and shelters were being set up with government funding everywhere in the country. From the start, it was made clear that these social services were open to anyone, and they were run by volunteers who, in most cases, lived in the shelters themselves.

To aid the integration process, these shelters would help people find (volunteer) jobs. Though without pay, they would keep people too occupied to be left to their own devices, and as compensation for their labor the companies they worked for paid them in food supplies for the soup kitchens.

With the migration of the former Yamatojin, Zargathia wasn't a particularly densely populated nation, but even so the reassignments of empty buildings for these services made up for about 2% of the nation's total infrastructure.

Due to Selenarctos' composition as a series of islands, the government has decided to postpone allocation of land until an estimated number of refugees and where they will be coming from is available. The mandated 1% of the budget, which comes to approximately 7,600,000,000NSC (OOC: 1NSC = $1US IRL) is already written into this year's proposed budget and should be available as soon as the council member's signatures are obtained.

OOC: Anyone planning any natural disasters any time soon?

OOC: Not that i know of, but i suppose the unclaimed areas are fair game. Oil spills in international waters, that sort of thing.

OOC: No, the treaty calls for "1% of their yearly budget." My GDP is 2.3 trillion, which at a 30% tax rate gives the government a yearly budget of 760,000,000,000.

The federal government, upon fixing their signatures on the White Cross treaty, immediately went out implementing the terms specified in the treaty. First of all, a refugee camp was established by federal government officials south of Reading, Pennsylvania. It was to be known therefore as the "White Cross Holding Area", and was to house approximately 10,000 refugees; two subsidary branches of the WCHA was to be established and was to hold a capacity of up to 7,000 refugees each.

The WCHA is unique in the sense that it was effectively international territory, having extraterritorality status. At some time, the WCHA is exempt from the laws and resolutions of the State of Pennsylvania but not from New England. Diplomatic immunity, however, is not granted to WC members who violate the law on New Englander soil; WC members are subject to arrest by the Stasi should they be guilty of violating New Englander law.

Millions of funds and thousands of construction workers, social workers, and aid volunteers began pouring into the area courtesy of the federal government. Soon enough, the WCHA would be functioning, and any refugees sent to New England, and not applying for New Englander citizenship or deemed fit to become so, shall be sent to the WCHA.

Mechodamian Chapter

The Mechodamian White Cross Chapter (MWCC) will be cooperating with the Mechodamian Emergency Services Division (MESD) in all disasters and relief services. The chapter will also participate in educational services for all citizens, ranging from disaster survival to recreational illnesses. The chapter, finally, will also offer employment to volunteers for a variety of services, mroe so in temporary laborers and instructors for many courses which include, but are not limited to, water safety instruction, CPR & First aid education, and proactive safety vigilance.
