The nations are not real, the money that your nation earns is not real, the politics, the wars, the religions, none of it is real. What is real are the players of Cyber Nations. By using this service you agree not to use rude, inappropriate, threatening, harassing, malicious, defamatory, or obscene comments, messages, ruler names, nation names or bios or any other such offensive or harmful content. Users agree to not engage in extortion of real life possessions of other players in response to in-game situations or vice versa. Impersonating any of the Cyber Nations staff may result in the player's immediate ban. Moderator Harassment will not be tolerated in this game.

When you submit information to Cyber Nations, you grant the site and its administrator(s) a non-exclusive, royalty-free, worldwide, perpetual license to reproduce, distribute, transmit, and publicly display such content. Such private exchanges that are forbidden include nation selling, giving away accounts, exchanging Cyber Nations items for items on other websites, foreign aid for real life money outside of the official Cyber Nations donation system. If you are found to be involved in any way in real life private exchanges from Cyber Nations you will be removed from this website. Players are allowed to perform donation deals with other nations only through the official in-game donation system. By participating in donation deals with other players you agree that Cyber Nations is not responsible for the transaction or the outcome of the deal.

That refers to extortion.... not paying for $$.

Although I can't see this as being illegal... this is usually done via donation deals in the black market.

He's talking about regular aid for real money.
