How do you make it so you can have the government you want, but everybody is happy? You gotta lie to your people and repackage what you are doing as what they want to see. Speaking of which: Does the Great temple give you +5 Happiness or +6? (5 from the temple and another one from having the desired religion). How about the Great Monument (+4 or +5)?
