Fleet Deployment

The Task Force 06 had left Ratnagiri naval base on May 18 and had reached Vladivostok Naval Base on May 22. This carrier task force is commanded by CNS Venad (A06), a Malabar class aircraft carrier. She was escorted by two destroyers (DS11, DS12) and three frigates (FR25, FR26, FR27) as the surface component and Attack submarine SX06 and the midget submarines MS170, MS171, MS172 and MS173.

The Task force was headed by the Commanding Officer of CNS Venad, Rear. Admiral. Ratan Singh.

The task force was deployed to Vladivostok as part of the Mutual Defense Pact Cochin had signed with the Hanseatic Commonwealth. The Carrier with its combat wing of 60 Mig29Ks were tasked for the protection of the Commonwealth against external aggressions.

The first international cruise of Royal Cochin Navy was quite exciting for the crew and officers of the TF06. While passing through the Malacca straits their fleet oiler OL16 was attacked by a band of pirates. The frigate FR26 immediately launched a Sea Hawk helicopter to ward off the pirates. The short battle that livened up the early dawn hours of May 19 helped liven up the crew.

The uncontrolled territories of Malay and Indonesia which form the Malacca straits have now been an abode of pirates who have no law to fear. After making due reports to RCN Admiralty the TF sailed on.

The fleet sailed with the colors of the Kingdom and RCN raised up its mast and were greeted by many merchant sailors. They sailed through South China Sea and finally sighted the Japanese archipelago. The TF06 headed for Tokyo, the seat of Hanseatic Commonwealth. The warships of Royal Cochin Navy were welcomed into the port and the warships gave a 12 gun salute to the Commonwealth and its Lady Protector. After a fly past by a squadron of Mig29Ks the task force was off to Vladivostok.

The Task Force reached the city of Vladivostok in the afternoon of May 22. The ships were berthed at port and the local Hanseatic officials welcomed the officers and crew. The CO, Rear. Adm. Ratan Singh presented the local administrator with a gift from the Kingdom, a conch made of crystal.

While the sailors were given a day of shore leave the CO received a message from the Admiralty ordering him to deploy a Frigate to Yuktobanian Soviet Federated Socialist Republic. The Kingdom had decided to assist the nation in developing its navy and had decided to send a frigate there for on job training. The Task force commander decided to send the frigate FR25 for this purpose.

OOC: I guess the MDP is cancelled but the port lease agreement over Vladivostok has been confirmed to stand by Sarah in that thread. However Kingdom of Cochin will be on standby if at all Hanseatic Commonwealth requests any help from us.

The Task Force was perked up at the notice that came in from Admiralty. This was going to be the first fleet exercise this task force had ever performed with a foreign navy. Somehow the exercises with other Task forces did not make them very satisfied.

Rear Adm. Ratan Singh had ordered all the ships to the seas for a lot of on sea training. He did not want to be found wanting when the task force met the NEPR Navy. Neither did his sailors who were putting extra effort and concentration wherever they be on the gray stealth coated warships. At their radar terminals, sonar stations, torpedo stations, in the engine rooms and even in the mess, the sailors were giving the extra effort to make their Task force succeed.

Sure, it is only a friendly exercise but the motto of Royal Cochin Defense Forces reverberated in the minds of everyone,

"If training is a bloodless battle, then the battle will be a bloody training."

As soon as the rest of the People's Fleet returns from Antarctica we can meet at Vladivostok or in the Bohai Sea. The exercise can be conducted in such a manner as to test the level of integration of the AEGIS systems on the Northeast People's Republic ships against Dragon Bloc standards.

The Kingdom of Cochin suggests that we conduct the exercises in Bohai Sea area as that would give a more realistic threat assessment for your needs. Our forces shall simulate an air attack on your fleet bases and naval assets in the region. In that threat situation your AEGIS systems can be tested. We shall also prepare some extra tricks to make the exercise exciting.

The Royal Cochin Navy Admiralty would like to know what units of the People's Fleet shall be participating so that we can brief our task force accordingly.

A bell goes off in the communications center informing the watch officer that a message was coming in from the Admiralty. Seeing the classification of the massage the Lieutenant rang up the XO.

The newly promoted Commander was woken up by the sharp trilling of his secure cell. "Yes , XO here. What is it? Oh. Ok. Dont wake up the Captain yet. I will be there."

Grumbling at yet another sleep lost, the Commander went to the communication center where the seemingly insomniac Lieutenant was holding the fresh printout in one hand and a warmer cup of coffee in another hand.

Gratefully accepting the caffeine brew the XO read the message,

To the Kingdom of Cochin:

We will be utilizing our entire blue-water naval force in this endeavor. This includes two cruisers, two frigates, and two destroyers. The cruisers are Kirov class battle cruisers fitted for fleet combat and missile control, while the frigates are indigenous Type-054A 'Maanshan' frigates laid down in Qinhuangdao, fitted with stealth technology and most importantly the new S-400 ABM/SAM system. The destroyers are Lafayette class escorts, for the benefit of our ongoing aircraft carrier program.

"So I guess that is decided. We use the Yamato side of Tsushima strait. Navigator I hope the depth is sufficient for our hulls?"

"Yes Sir, it should not be much of a bother."

"Hmm. Okay. So plot out a chart for the sailing. XO have the NPR given any indication on when the exercise could be conducted?"

"No, skipper. Though we have received information on the classes of ships that we will exercise with."

"Okay. I have a message to send to Admiralty."

In that case a long planned port visit to your nation will be canceled. Are you sure that you cannot permit this peaceful mission to come to your nation through your territorial waters?

OOC: Individual request PM's being sent out right now.

Port visits are never allowed for naval ships unless the said fleet is in distress or the flag nation has a treaty with Yamato concerning military cooperation. Furthermore, we do not have diplomatic relations with the Dragon Empire, and thus naval passage through our waters is not possible.

We believe Palintine also has the same policy as us, so we advise avoiding going west of Honshu for the time being.

OOC: Cochin, no soverign country on earth allows a naval fleet to dock like the way you're trying to do.

OOC: World navies quite often conduct port visits as diplomatic exercises. It is just a matter of mutual friendship. German naval ships visit the Cochin Naval Base in RL when there are no military treaties between India and Germany. Even Chinese naval ships visit indian ports and vice versa as a matter of friendship and amicability, despite the fact that India and China did fight a shooting war in the past.

The exercise I am performing here is that the task force visits the city, commander of the fleet interacts with city officials exchanging gifts and such, basically a merry time and then off it goes. Please see port visit for how i had RP'ed out a port visit to Marscurian Pakistan and how well it went.

A port visit is the most friendliest of maritime traditions and does wonders to improve cultural and diplomatic relations between countries.

OOC: To make my words clearer

The OOC part of my previous post was focusing on attempting to conduct port visits withour prior notification, while the IC part was on my nation's policy.

You should have asked for permission before sending out such orders, since the three countries you are attempting to visit have a no naval passage policy concerning their waters, never mind you're sending a fleet toward a capital and the biggest harbors of two countries. Sorry for the semi-metagaming, but you were heading for serious trouble.

OOC: The requests were being sent at the same time the orders were being sent to the fleet. Moreover the Ships have not even set sail yet. A nation may send orders to its fleet but I had put in a clause of "explicit permission" without which the ships shall continue on their original mission.

Perhaps i posted the deployment orders a few minutes before i sent the request messages. For that i apologize.

So do I have your permission for a port visit? Moreover a naval formation intent on attacking a nation does not just sail into its harbor, rather it attacks from a distance . In a harbor a ship is vulnerable. So the very intent of port visit shows the peaceful nature of the visit. Moreover it is an international law that ships in a nation's territorial waters are subject to its maritime laws. Why would i announce my arrival and request formally if i intend to do harm.

OOC: I already said no on the previous page, in a long-winded matter :P

Wait for Korea and Palintine to reply.

You also seem to have forgotten how militant Yamato and Korea are when it comes to territorial/EEZ waters. One wrong step and you'll be facing nissiles flying at you >_>

OOC: I know that. For precisely that same reason i am trying to reason with you guys before i actually send my ships to your seas. In case of no cooperation on that front my ships shall proceed on their mission using alternate routes through international waters.

I simply am unable to understand the paranoia against a declared mission!! Surely I will not commit a casus belli just for the fun of it!!

OOC: My people barely escaped a nuclear holocaust in the past, so they have a reason to be paranoid >_>

My last post for now until IC needs me.
