Possible Bug with my Nation

My tax collections have gone from $142/cit. ($14+mil) to $88/cit. (9.8mil), a drop of about 35% and I can't figure out why.

Everything on my nation is exactly the same as before.

The only thing that has changed is that:

1.) I have built 20 nukes

2.) My happiness level dropped less than 2 points

3.) My environment went up 1 point

Except for these 3 things everything else is exactly the same yet my collections have dropped about $5Million, 35%.

Any ideas?
