Increases happiness +4 and your population will always be happy with your government choice. I have a Great Monument, and I am in anarchy which is a government choice. However, I am not receiving the happiness bonus from my population being happy with my government choice. According to the description of the wonder, my people should always be happy with my government. The description of this wonder either needs to be clarified, or the inconsistency should be fixed.
