You might have to go through academy and stuff but it's worth it since you learn new things that could help your nation. Tech selling also helps you out and if you're willing to spend real life money, you could sell donations. You could also look for trades that could help increase your income. There are all sorts of additional ways to improve your income...but it sounds like you want to start with the basics.
