Your attacking odds are currently at 100% and are not high enough to battle <nation name deleted> at this time. You must have at least a 5% chance of victory in order to battle. He's already in anarchy, and I already got "Defeat" report sent to him, so it's not like it hurt me - or anyone - it's just something that's wrong.
