It's more than fair not to punish parties since it wasn't made very clear; ex post facto= not good

But, wouldn't it make sense to tell the parties that violated the terms before the clarification to 'withdraw their actions'? They're free from trouble with staff on that, so it's only fair imho.

I agree with this. This rule has been around for awhile, now and while it may not be fair to take action against those who broke the rules before the warning was posted. You can still retroactively demand any real world items taken illegally be returned to the greatest ability of those who took them.
