Anti-Air Defense Network - $50,000,000 - Reduces odds of incoming aircraft attacks against your nation -25%. Reduces aircraft attack damages against your nation -10%.

Exactly how does the bolded part get calculated? Does it reduce the odds of bombing runs being successful? Increase the odds of your fighters winning a battle? Can it destroy enemy aircraft on it's own?

I already asked people in the game play forum about this, but nobody seemed to know the answer.

It works exactly as written. It reduces both the attackers fighter and bomber odds of a successful attack against you thereby increasing your own fighter odds in defending air battles. It does not destroy enemy aircraft on its own.
