I believe he's referring to the fact that past a certain point (5000 miles, if memory serves), the circle simply ceases to appear - you can check any of the larger nations' maps. It's because the "circle" becomes totally screwy. The area that looks like it's inside your circle is actually outside because you own everything except that part of the world.
