The big obstacle during anarchy is that your upkeep does not change, but your income decreases greatly. Gotta try to keep your neck above the water and not enter into bill lock where bills>income and you have no reserve money. Then you can't pay bills, so then now you're restricted from sending aid, declaring war, and making purchases. Now you're crippled unless someone sends you aid to pay your bills.
