I wondered why he wasn't already in anarchy, having three larger nations attacking him for a whole week. I swear I've put lots of people into anarchy by knocking them down on soldiers, even if I didn't have a further attack that was over 95 percent. You used to be able to put people into anarchy as you're indicating. That has been changed and it now needs an attack with greater than 95% odds. This has been asked a number of times already.
