can i take over someone's nation

Due to my own stupidity I let my nation go into day 20 and its gone

I have now been offered 3 nations from people within my own alliance who wish to stop playing. I was thinking about giving up but after 2 days im not sure

If I was to take one of them on and logged on I take it I would not get blocked and banned or is this not allowed

I do not think it is allowed, in fact I am sure it isn't, but i cant log onto the game at work so cannot find the bit of T&C I need to quote.

it should be allowed as long as only 1 person is playing the game on that new IP that way people won't have to delete older nations for a new one to be created

No, you can not take over for another player. It's against the Terms of Service. This is the relevant section of the ToS, note the bolded section.

21.
