However, by my soldier count it says that defending soldiers are less than 20%. So I decided that since I had one soldier deployed, (I was ZIing someone that was bill trapped) I should bring it back and see if that would fix it. I accidentally click confirm instead of deploy, and the text said: This deployment is acceptable but will result in Anarchy and a happiness penalty among your population for a lack of defending troops. You need at least 20% of your citizen count in defending soldiers to keep your government out of Anarchy. The maximum number of soldiers that you can deploy to prevent this, with your current soldier numbers, is -843 soldiers. It's clearly a bug.
