The purchase soldiers screen told me I could dismiss 69,990-something soldiers without anarchy. To give it a buffer anyway I put in -69,000 and hit confirm. No warning message was given, so I performed the transaction. And then I was sent into anarchy anyway. 🙃 I admit that I can't definitively say I didn't just misread the number I could dismiss without anarchy. But even still, after selling the soldiers, my nation messages box says my military of 31,500 soldiers (20.74% of citiziens, 17.18% of total pop) is adequate strength, so even if I did misread the number I'm not sure why my final soldier count sent me into anarchy.
