Your improvements are a little screwy, I'd recommend ditching the labor camp and getting more banks. Don't collect without at least 75 tech, it'll boost your collections a nice bit. Get someone to explain back collecting to you, it's probably explained in a hundred threads here. You need to be focusing on pushing up your infra and getting more improvements at this stage.
