Hungary-Slovakia & Northlands Diplomatic Thread

Good evening, I am Balassa Lazar, the Hungary-Slovakian ambassador appointed to the Northlands.

 

My government has noticed the oversight that we have never started diplomatic relations with the Northlands.  An oversight my government is quite embarrased about.

 

If your grand nation will have me, I would be delighted to be the one to put an end to this oversight and greatly look forward to beginning cordial, friendly, and formal diplomatic relations between Hungary-Slovakia and the Northlands.

 

My government has asked me offer a Non-Aggression Pact and a Economic & Trade Agreement to your government, should your nation and your government be interested in them.

Ambassador Lazar,

 

We are glad to have the opportunity to officially start relations between our nations. We have just concluded a meeting with you ally Romania to positive results and we can agree to a treaty of non-aggression and trade with Hungary-Slovakia. You are welcome to meet with me, else you can provide a draft agreement for review. 

 

Additionally, I invite you to select a suitable embassy in the Foreign Sector of our capital city of Noordenwind. You can present your credentials and begin diplomatic duties within the nation. The Northlands will be sending Ambassador Jean-Luc Piquard to your nation in reciprocation to begin operations of our embassy in your capital.

The appropriate preparations would be made to receive the ambassador. On the agreed upon day, he would be greeted at the diplomatic terminal of the airport by a delegation of officials from the Northlands. A short trip separated the airport from the foreign affairs building, and an Office deputy would point out the different sights along the way. Lazar would then be escorted into the building to an ornate conference room where Lemaitre was waiting. Water and documents were on the table, with a small cart full of alcohol nearby. 

 

Lemaitre would shake his hand and greet the man, inviting him to sit and choose a drink. "It's a pleasure to have you here, Ambassador Lazar. It's unfortunate that our nations have had such little interaction to date, although I'm glad we have the opportunity to rectify that.

 

Please, tell me how Hungary-Slovakia is faring these days. I am quite impressed with the alliance that you and other eastern European nations have been able to form in the midst of such an unstable climate."

"Thank you, Minister Lemaitre, it is a pleasure to be here in the Northlands. I must say, the scenery and architecture here is quite beautiful.

Hungary-Slovakia is doing well. Thanks to the help from different nations, the rebuilding is going much faster than we had anticipated. Radiation and contamination has been either cleaned up or well contained. Houses and businesses are beginning to be built or rebuilt all over Budapest. We are very pleased with the rebuilding and economic recovery so far.

Yes, Hungary-Slovakia is extremely pleased and proud to be a founding member of the Eastern Bloc. Hungary-Slovakia has since nearly the beginning of Hungary-Slovakia and Belarus, been very staunch allies with Belarus. Since the formation of the Eastern Bloc, we have become almost as close and staunch friends and allies with Romania, as well. We are also very pleased with our newest friend and ally, Saxony as well."

*Lazar would pause a moment to take a drink of his chilled water before continuing.*

"Enough about Hungary-Slovakia, though. How is everything faring here in the Northlands? Is there anything Hungary-Slovakia can do to be of service to the Northlands? It is my understanding that the Northlands might be interested in a Non-Aggression Pact and a Trade Agreement? Perhaps in the near future maybe even a Mutual Defense Pact? Would that be correct, Minister Lemaitre?"

"We are pleased the Prime Minister will be stopping in the Northlands. I have been informed that plans and accommodations have been prepared for his visit, and that our own First Minister is looking forward to meeting with PM Beres.

 

It's good to hear that your reconstruction is going well. The Northlands has recently assumed the disaster relief and nuclear cleanup responsibilities in Iceland and we have experienced first hand the all too real horrors from that dark moment in our nations' histories. We are willing to provide more aid to assist in your reconstruction efforts, although I'm impressed at the speed the recovery is progressing at.

 

The Northlands is currently doing quite well, thanks in large part to a recent uptick in economic activity. The integration of north Germany into the Northlands has provided the nation with a much larger industrial base. The former Saxon lands are once again a protectorate of the Northlands and we are looking to more closely work with these areas." He paused briefly, the news that Saxony was no longer a nation in Germany still fresh.

 

"Beyond that, we're working closely with partners in Europe, and are especially close to Sverige and Muscovy. And I think both our nations are united in our mutual distrust of Alvonia. We're watching the current situation extremely closely. I'm sure you're aware but we are prepared to defend Romania in the event that Alvonia makes the mistake of turning the situation to war.

 

While we've primarily focused on western and northern Europe, we've begun taking an interest in establishing positive relations with all European nations. To that end, we are willing to sign a standard non-aggression pact and trade agreement with Hungary-Slovakia. I think both of these are fairly uncontroversial and will help set a solid foundation for our relations.

 

Due mostly to the fact our nations have had little interaction thus far, we're open to the idea of a mutual defense agreement once we become better acquainted and have more opportunities to cooperate with each other. The Northlands would be willing to establish a cultural exchange program with Hungary-Slovakia, allowing for streamlined study abroad and tourism for citizens of both nations. We're willing to take other measures to increase such cooperation between our nations as well. Please tell me your thoughts on all this."

East and West Agreement 

 

In the spirit of friendship and cooperation, the Northlands and Hungary-Slovakia agree to the following provisions laid out in the mutually-agreed upon pact. Both nations remain fully sovereign states and sign this treaty in the hopes that better relations may be attained for the greater peace, prosperity, and good of these two nations.

 

Article I. Trade

 

Both Hungary-Slovakia and the Northlands agree to promote trade between one another. Each state will endeavor to lower any tariffs or fees on trade of products and industries between the two nations, bar those considered necessary for vital national interests or those industries which have been granted exception. The nations pledge to work together to achieve this, preferably through reciprocation of changes in commerce regulation and oversight.

 

Article II. Nonaggression & Intelligence Sharing

 

Both Hungary-Slovakia and the Northlands agree to a pact of non-aggression, and will not interfere or step into the soil of the other nation when not specifically requested. Nor will either signatory illegally spy, destabilize, or in any other way attempt to bring harm to the other. Hungary-Slovakia and the Northlands agree to disclose and share any relevant intelligence and information.

 

Article III. Cultural Exchange

 

Both Hungary-Slovakia and the Northlands agree to undertake appropriate steps, actions, and policies to encourage and facilitate increased cultural interaction between their respective peoples. Such steps, actions, and policies include, but are not limited to, the implementation of study-abroad programs, the relaxation of visa regimes, and other related measures.

 

Article V. Termination

 

Should either Hungary-Slovakia or Northlands feel this treaty no longer serves the purpose for which it is intended, they may notify the other of their intention to cancel. Such notification must be communicated three weeks (OOC: 72 hours) in advance. 

 

 

 

Lemaitre would pass a draft of the agreement to Lazar. "Please let me know your thoughts and any changes that can be made."

 

He would give a cheerful response when told of the prime minister's imminent entrance. "Excellent, FM Cristiaan van Leeuwenhoek is awaiting his arrival."

At the Northlands Foreign Ministry

*Prime Minister Beres would walk into FM Cristiaan's office and would have a sincere smile on his face upon hearing the news of the NAP being signed. He would firmly and warmly shake Cristiaan's hand before taking a seat.*

"I am thrilled to hear that a Non Aggression and Trade Pact has been signed between our nations! that is most wonderful news, indeed.

As you most likely have seen on the news, Minister Leeuwenhoek, I have been traveling around Eastern Europe on a goodwill tour, getting to know our European neighbors better, starting mutual dialogues, activities of that nature. It is quite a pleasure to finally be able to visit the Northlands proper. As you can imagine, my duties as Prime Minister usually keep me occupied in my office most of the time. This goodwill tour is the first opportunity I've had to travel outside of Hungaey-Slovakia since I've taken office last election."

Rontgen would pen his name, providing copies to both men. The Northlands copy would be sent to the Office of the King and state legislature for review. "I'm hopeful this is the beginning of a very bright future for our nations." With news of the PM's arrival he would motion Lazar to the door. "Please let us join them, they should be in the First Minister's office."

 

Before they arrived, van Leeuwenhoek would already be meeting with Beres. "Yes, I've just received word of the agreement signed between our two nations. I'm very pleased with the relations we've been able to start between our nations and I hope we can continue to cooperate on matters of mutual interest. 

 

I'm honored you included the Northlands on your tour, and hope you enjoy your time here. I hope your travels have been pleasant thus far? Have you been able to enjoy your time outside of the country?"

 

He would allow the man to respond, and with a snap of his fingers a majestic cheese platter would be brought in for the men to sample on. Additionally, some scotch would be included, with Cristiaan pouring some glasses with ice for both men. He rose his glass, cheering "To the start of friendship!"

I have enjoyed my time outside Hungary-Slovakia, very much so. Hungary-Slovakia is a wonderful country, but it is always nice to have a change of scenery once in a while, and to get to experience different cultures.

*Prime Minister Beres would raise his glass in return.*

Ambassador Lazar would visit the Northlands Embasy in Budapest to express his nation's interest in renewing the Non-Aggression Pact with the Northlands.

"Hello, ambassador. My government in Budapest has greatly enjoyed the great relations between our two nation's in the past, and would be very interested in renewing the Non-Aggression Pact and Trade Treaty with the Northlands."

Freidrich Kover was the ambassador currently stationed in Budapest on behalf of the Office for Foreign Affairs. 

 

"Relations between our nations have never been stronger. I am happy to report that the Northlands Regent has given his affirmation to the continuance of our Non-Aggression Pact and Trade Treaty with Hungary-Slovakia. I hope this allows our friendly relationship to continue well into the future.

 

Beyond that, is there anything you wished to discuss today? How are things in Hungary-Slovakia, especially with the recent changes to the European nation landscape?"

"Hungary-Slovakia is doing very well, thank you for asking, Ambassador.  Budapest is starting to thrive once again, our ports agreement with Yugoslavia has helped our economy and trade enormously, and a few weeks ago we finally finished the Hungary-to-Belarus leg of our TransNational Rail Line, which everyone in the Hungary-Slovakian and Belorussian governments are extremely pleased with.

 

I have also been asked to inform the Northlands that there is nothing it should be overly concerned about in Poland.  The battle against Polish State rebels and militants is going very well as of late, and we have finally been able to station some defensive garrison's in southern Poland in some bases that weren't being used.  Though the miliants have tried to upend us from those bases, they haven't come close to succeeding and we have very little reason to believe that situation will change any time soon.

 

Other than that, how is everything going in the Northlands?  Everything I have heard in reports seem to indicate the Northlands are thriving as well, which I was very pleased to hear."

"Oh, there is one more item of business, I had nearly forgot to ask.  Thanks goodness I didn't, my superiors would not have been pleased if I did.

 

With Russia not currently in possession of it's former Latvian protectorate, at least for the time being, Hungary-Slovakia finds itself once again without a trading port in the north.   

 

Would the Northlands be open to leasing a port to Hungary-Slovakia, at least until we are able to lease the Latvian port once again?  I'd estimate we should be able to re-lease the Latvian port again within 12 months." (4 Real Time months)

"I'm pleased to hear of the progress that has been happening here. Our government has been in talks with Greece about renovating and creating new rail lines between our nations, and perhaps this could be an area of cooperation with the Hungary-Slovakian government as well. The most direct routes would transverse Hungary-Slovakia, so I'm sure your involvement would help facilitate such a largescale project, if you were interested in having quicker, easier trade and transportation to markets and ports in the Mediterranean and northern Europe and Atlantic.

 

Thank you for the update on Poland, our government is carefully monitoring the situation. We hope that you and the other regional actors can achieve a satisfactory conclusion and we will do what we can to assist with that in a supporting role."

 

"That's certainly an interesting request, perhaps we could work something out. Would you prefer a port with access to the Baltic Sea or the North Sea?"

"That sounds like an excellent suggestion, Ambassador Kover.  I believe my government would be very open to working on a joint rail project with the Northlands.  It shouldn't be too difficult to connect the two rail lines together in the near future.

 

We would be interested in leasing a port on the North Sea coast, if you have one available."

"We've recently renovated and expanded the seaport capabilities of Husum, located on the North Sea. We are willing to lease you a majority portion of the harbor as well as surrounding area for you to operate in for the annual sum of XX nordmarks. This city has access to the Northlands rail network, which you should find helpful for transporting goods between the port and your nation proper. 

 

However, I must inform you of one stipulation, namely a limit to the number of military vessels you choose to dock in Husum. Were you planning to use the port in any military capacity? As our nations do not have a security agreement beyond non-aggression, we would be foolish to allow flotillas to sit on our coast, as I'm sure you can appreciate."

"We would only have a mininal amount of small military vessels and a likewise minimal amount of marines at the port, to provide some protection from pirates, for the merchant ships there.  Something like 2-4 corvettes, 4 coastal patrol boats, and 3-4 fast attack craft.  The rest would all be various merchant cargo ships.  The protetctive ships would stick to within 13 mile radius of the port, except in the case of chasing down pirates that would be foolish enough to enter inside that radius.

 

Would that be acceptable?"

Kover would chuckle. "I'm not sure what you've been told about the North Sea, but piracy is nonexistent. The Nordisk Rike and we do a good job of ensuring the safety of these waters. That being said, a limit of four corvettes and several smaller craft is acceptable for stationing at the port. 

 

I'll begin the process of informing the relevant defense and government authorities about this arrangement so that it can be put into action as soon as possible. Welcome to the North Sea, ambassador Lazar."
