CLASSIFIED The Russian garrison stationed in the Crimea would be increased to seven infantry divisions, along with an increase of heavy equipment in response to an increase of Romanian military troops in the peninsula, and would begin the process of digging in hard. Given that the Romanians closed the Bosporus and increased its troop count in the Crimea out of the blue was deeply concerning to Moscow, and Russia would take no chances. Our forces stationed in the Crimea will be reduced to their previous status." - Vladimir Lavrov, Foreign Minister Classified: Russian troops in the Crimea would receive orders to begin relocating to Russia, with 45,000 troops to return home in Russia (leaving the previous garrison of 25,000 in the Crimea). The reduction in forces was to be conducted in conjunction with Romanian troops. As Russia is now again subject to only the usual restrictions on military shipping through the Bosporus, Russian military vessels are again allowed passage under the condition that they announce their passage prior." -Mihaela Constante, Minister of Foreign Affairs of Greater Romania Confidential The Romanian garrison in the Crimea would be drawn down to a size of three motorised infantry divisions over the coming days, as troops were ferried to Odessa.
