From Deputy Secretary of State Samuel Ireland and Texas Governor Anthony Sparks of The Plains Federation Fellow Americans, I would like to invite you all to The Alamo in San Antonio, Texas to discuss the geopolitical situation in North America. This conference will include the four nations of the United States, Tikal, Cascadia, and the Plains Federation because we all have had a lot of recent border friction while the Federation of the Atlantic, Ecclesiarchy of Alaska, Baffin Island, and Bear Islands have all fortunately managed to stay relatively peaceful and content. The topic of discussion will be the geopolitical situation of the region known as "America" and the Caribbean islands. The goal of this meeting will be to make clear and apparent rules between the four of us in regards to protecting land in the region of "America" (which does not include Canada or Mexico) and keeping the Caribbean a relatively neutral and peaceful place for the people of those islands to decide their own future. As it currently stands, we have the Principality of Tikal to thank for enforcing its Monroe Doctrine which prevents foreign powers from openly annexing territory in the Western Hemisphere or the over expansion of any North or South American nation. For that, we are grateful and hope that this policy continues. Governor Sparks and I look forward to seeing you all at the Alamo. Security will be provided by the Plains Federation and Texas governments. However two unarmed guards would be acceptable if a nation found it necessary. We will begin once the parties listed above come or the willing parties come. A team of Texas Rangers would be deployed to watch over the Princess while she was in San Antonio. If they wanted to explore the city, they would be quite welcome to do so. The Hispanic population was thrilled to know that one of the monarchs of Tikal was in the Federation. The Alamo was transformed as well. Many of the historic displays of artifacts and documents had been moved to other areas. A large wooden table was set up with a place for each of the representatives of the nations clearly labeled. The cold stones on the floor provided a perfect insulation for the summer San Antonio heat, keeping the room at a cool room temperature. Two F-22s of the Texas Air National Guard would escort the Tikalian flight to San Antonio International Air Port where all aircraft had been grounded to allow the diplomats to fly in, however this closure was made a day early so that the Tikalian Princess could come in before the others at her wishes. Waiting at the tarmac was Deputy Secretary of State Samuel Ireland and Texas Governor Anthony Sparks. The two got along well seeing as they were both from Texas, both were Republicans, and both went to A&M university however Anthony found that it never got old teasing Samuel when it came to politics between the Federation and Texas. They waited patiently for the Princess to come down the stairs and onto the tarmac but exchanged a short dialogue. "So, which one of us should tell her hello first?" Anthony said. Samuel glared back at the governor and shook his head, "I should since I represent the Federated government. I thought you were briefed this morning about how to act?" Anthony chuckled, "Yeah yeah. Even though I'm the elected leader of a State that comprises of a majority of the GDP and population of the Federation, I guess I'll let you go first." Samuel was boiling on the inside but stayed content on the outside. His friend could be annoying, but this wasn't the time to show frustration. Anthony just thought it was funny that he could get a short guy so flustered over a subject as simple as the Texas-Federation relation. When the Princess came down from the aircraft they both had a warm and welcoming smile on their faces. When she approached Samuel was the first to extend his hand. "Princess, welcome to the Plains Federation. I am Samuel Ireland, Deputy Secretary of State of the Federation. This is Anthony Sparks, Governor of Texas." Samuel cupped her hand with his and shook it respectfully. Perhaps Oklahoma City had made Samuel a bit more "Yankee" or "Northern" when it came to formalities, but Anthony's Texas heritage was a lot more noticeable. He was over a foot taller than Samuel and was wearing a darker, black suit with a Texas-flag pin on his suit collar. He extended one of his strong, tanned arms to the Tikalian Royalty. "Princess, welcome to the Republic of Texas-" Samuel was pissed off and Anthony knew it, but he continued, "I will do everything I can to make sure you are safe and comfortable while here. This man is Dean Norris, he is the Secretary of State of Texas. He will be showing you to your hotel room and will take you anywhere you'd like around here in San Antonio including the Alamo. It's an honor to meet you princess," he said while shaking her hand. Once the Princess and Dean left, Samuel stomped his foot on the ground, "You seriously said Republic of Texas?" Anthony patted his friend on the back and offered him a cigar, "Hey now, the President is letting me conduct this Conference with you and I got to chose the meeting place as The Alamo. Plus, Texas is a Republic right?" Samuel face palmed himself but took the cigar, "Whatever you say, governor." They both lit up their tobacco masterpieces and waited for more diplomats to arrive. With the United States tagging along. After recieving the diplomatic communication from the Texan governor Anthony Sparks. It took john roughly four hours to prepare to leave. Once he was on board his plane and he was in the air, two Stahlrim Su-47 met up with him and escorted his plane to the border where they disengaged and flew home. His plane continued on for a few more hours before landing at the airport in San Antonio. The plane taxied itself to the two men waiting on the tarmac. Before stepping off he adjusted his dark suit and applied a Doug flag pin to his coller. He stepped off the plane and pulled off his aviators. "Hello, I'm John Linneaus." He said extending his hand. The Vice President of the United States would be promptly brought to her living quarters which were adjacent to Tikal and Cascadia's quarters as well. The hotel was luxurious and the dignitaries had the entire floor to themselves. The Cascadian Minister of War, John Linnaeus, had decided it was his duty to attend this meeting with the honorable nations of Tikal and the Plains Federation. With the United States tagging along. The Texas Air National Guard escorted the Minister's aircraft to San Antonio where it safely landed. Deputy Secretary of State Ireland shook the Minister's hand and introduced him to Governor Sparks. "Mister Minister it's an honor to have you here in Texas. I'll take you to the hotel. We should start our meeting in a couple of hours but you will have some time to relax and prepare beforehand. Please follow us amigo." Anthony would personally show the Minister to his room and would tell him if he needed anything else the hotel staff would be happy to help. Texas Governor Anthony Sparks and Deputy Secretary of State Samuel Ireland were outside waiting. Hundreds of photographers and news reporters lined Alamo Plaza and were attempted to get a picture of or a question out to the American leaders who had arrived from all over the continent. The Texas National Guard always had a few soldiers stationed there to ceremoniously stand guard at the Alamo. Today they played a bigger role in ensuring the security of the leaders. The Texas Air National Guard also had a regular air patrol in the sky to keep watch from above and protect against any aerial threats as well. Before it came down to diplomacy the Americans had supper in the Alamo with options ranging from raw oysters and fried seafood to t-bone steaks or Mexican food. After an hour and a half of food and entertainment it was time to get down to business and discuss the current events of the Americas especially some of the recent happenings regarding the Palaven Empire. Deputy Secretary of State Ireland would take the lead and begin the meeting. "Welcome everyone. I'm very happy and honored that you all could make the journey here to San Antonio. As it said in the communiqué, the goal of our meeting today is in regards to neutrality in the Caribbean and the fragile subject of 'protecting' land here in the Americas. We are going to start with the latter first because I believe it is the most pressing issue. Our four nations here today do not represent all of North America however we do represent a very powerful sect that holds a great deal of responsibility in its hands. Recently there has been plenty of border friction and we have all been a part of it and witness to it. Nothing like that should happen in a stable and civilized part of the world like America, especially when we need to all be working together." "In order for things to be more organized in the future and for us to more easily and transparently work together I have an agreement which I would like to propose to all of you here. Everyone is going to get to have a say, but I'd like to keep this orderly. Here it is, please look this over." A copy of the agreement would be passed around to each diplomat in attendance. It read as follows: The American Agreement Preamble The nations gathered here today stand in firm agreement that imperialism and war must take a back seat to coexistence and diplomacy. This treaty aims to solidify relations between American nations and add a level of transparency in order to prevent confusion if the fall of another nation ever comes and its peoples need to be protecting from foreign aggressors or anarchy. The nations referred to as "American Nations" include the signators of this treaty. Article 1 No nation will cede American land to nations outside of the Western Hemisphere. Section 1 American lands will not be rented, leased, or otherwise given to nations outside of the Western Hemisphere for any military purpose. Section 2 American nations will not house masses of troops from nations outside of the Western Hemisphere at their own military facilities or anywhere else. Section 3 American nations will actively work together to prevent nations outside of the Western Hemisphere from establishing annexing land or establishing/renting military facilities in North or South America and the outlying islands around the continents. Article 2 American nations will cooperate with one another and maintain transparency when if a nation falls. Section 1 If a nation falls within or partially within America then the responsibility to protecting it will fall to whomever is bordering said nation. Section 2 If two or more nations border the aforementioned nation, then they are expected to get into contact with one another and work out a fair agreement before sending troops into the ungoverned territory. Section 3 If any signator breaks A. 2 Sec. 2 specifically, the signators of this agreement are expected to enforce the rules. "Now this is of course not a final agreement for all of us to sign, but I do believe that many of the things we need to accomplish to keep North America safe are including in this document. Plus, the goal of this is for us to better cooperate and I would hate to see this agreement fail in the future because one party decides they cannot agree to a defense section of the agreement,"Samuel said. "I have permission from the president to negotiate terms here. Her Majesty from Tikal one of the sovereigns of her nation and obviously can pledge to uphold any agreement made here. Madam Vice President, Minister Linnaeus, if you need to contact your government back home then you are more welcome to do so. But otherwise, would you all be willing to officially commit to this agreement today? I'll go ahead and be the first to sign it."
