General Crime Modifier error in CN Info Index?

On this page it says:
 

400 - (Citizens / 500)

With the above equation the modifier caps out at 200,000 citizens. The General Crime Modifier value cannot go below -200.

If the the modifier caps out at 200,000 citizens, that means the lowest possible modifier is 400 - 200000/500 = 0.

So the modifier can range from 400 to 0.

It seems odd to say that the value cannot go below -200, even though that is logically consistent with the minimum value being 0.

Is there an error somewhere in that section?

I've changed the index to say "With the above equation the modifier stops providing positive effects at 200,000 citizens. The General Crime Modifier value cannot go below -200."

 

It stops producing negative effects at 300,000 citizens.
