The General Crime Modifier value cannot go below -200. If the the modifier caps out at 200,000 citizens, that means the lowest possible modifier is 400 - 200000/500 = 0.So the modifier can range from 400 to 0.It seems odd to say that the value cannot go below -200, even though that is logically consistent with the minimum value being 0.Is there an error somewhere in that section?
