The following message would be sent to the Babylonian Empire's foreign ministry.

 

 

Esteemed Leader,

 
It is my opinion that Alvonia must extend her diplomatic ties to much more than just Europe. We see the Babylonian Empire as a nation that has stood firm against the imperialistic motives of our neighboring nations, a position that we in Alvonia find commendable. As such we request a meeting. Should this meeting be accepted, Deputy Foreign Minister Lucas Wolff shall be dispatched to the capital of the Babylonian Empire as soon as possible.

Wolff would be picked up from the airport by a black helicopter which would take him directly to the Imperial Palace. On arrival, four armed, suited men would escort him inside to Minister Balashi Hunzuu's office.

 

"I pleasure to meet you Minister Wolff, I trust the flight was pleasent" he began when Wollf was inside the office.

 

Stepping forward to shake his hand, Balashi would return to his desk.

 

"Please take a seat and make yourself comfortable. I am Balashi Hunzuu, a minister in the Foreign Office and Ambassador to the Northlands. Apologies that one of the other senior Ministers could see you, but they are all abroad at the moment and I don't depart for the Northlands until next week, so we both got lucky on that" he said with a wry smile.

 

"To what honour does the Empire have to host a representative of Alvonia today then?"

After shaking Hunzuu's hand, Wolff took a seat, saying "The flight was wonderful, thank you for asking. I must say, this is one of the most beautiful countries I have ever been to, excluding of course Alvonia herself." Smiling now, Wolff nodded his head as he listened to the minister's explanation of the situation. "No, it's perfectly fine. The life of a senior minister is a busy one."

 

"The honor? I believe the honor is mine sir, in being able to come to this beautiful and strong country. And that precisely is why I am here. Director Wilding has noted your continued stance against colonialism, an ideology we in Alvonia abhor greatly and rate on par with ultranationalism. The French and Italian attempts to regain their colonial empires are examples of this ideology that should have died long ago. We have heard rumors that alliances are being signed with nations the world over - Alvonia does not seek a military alliance, not at this stage. Security alliances, however, we are more than welcome to. Does this sound agreeable to Babylon, or did your government maybe have something else in mind?"

"Director Wilding has shown himself several times now to have a backbone of steel and balls of brass when it comes to facing down threats to peace in Europe, 'll give him that." came the reply with a laugh.

 

"The French are simply misguided and mean no harm and have been willing to back down when faced with the threat of force, however the Italians seem to be far more provocative, however, they are a major Mediterranean power and should be dealt with using respect. Everything goes wrong when we underestimate a potential threat. That said, it would be far more beneficial if they could be talked down and persuaded to join a greater European or Mediterranean community. But I know his Holiness is not concerned enough by the Franco-Italian threat to bother with that for the moment, he believes in his wisdom, that it will resolve itself." he said, taking a drink of coffee.

 

"New Babylon is certainly happy signing into a security agreement, did you have anything in paticular that you wished to discuss?"

Wolff took a piece of paper out of his suitcase, and slid it over to his counterpart. "This is a outline we used for the French, with appropriate changes made to account that we're not in France right now. Hopefully, this serves as a baseline for us to consider."

 

 

Article I: Functions of This Treaty

Alvonian and The New Babylonian Empire (hereafter referred to as "the undersigned") do hereby agree to promote and coordinate with their respective security agencies. All mentions in this treaty of "home country" and "nation" refer to either the Babylonian or Alvonian state and do not apply to any third party unless this treaty is modified to allow for such.
 
Article II: On Criminals
Should a citizen of either country be found in violation of the laws of one of the undersigned's nation, it is the duty of that undersigned to arrest the suspect, inform the other signatory, and make provisions for either that suspects' trial, release, or extradition. Should said citizen be found to be a serious lawbreaker (as defined by the laws of the nation he is currently in) then provisions are to be made for their immediate arrest and holding.
 
Article III: On Terrorists and Outlaws
Citizens defined as a terrorist or outlaw (as defined by the laws of that citizen's home country) are to be immediately arrested and returned to the other signatory's nation.
 
Article IV: On Security Cooperation
Should intelligence be gained by the various intelligence agencies of either signatory, the knowledge of which would assist the other in preventing an attack, criminal activity, criminal escape, location of a wanted criminal, or other such act that violates the laws of that state, it is the duty of the signatories to provide this information to one another.
 
Article V: Cancellation
Should one signatory find that this treaty is no longer in their best interests, a one-month grace period must be established and declared to allow for bureaucratic readjustments.
