With Vinsalia recognized as thesovereign government of New York state the land formerly held by the Empire ofPravus Ingruo was poised for a rapid succession of changes. In the period sincethe fall of the Empire the lands of New York have sat idle in a sort of stasiswith no central government in charge of affairs leaving the primary reigns ofgovernance to locals. A number of counties kept their native governance andestablished themselves as Municipalities within the Greenland/Commonwealthprotectorate and flourished beneath the umbrella of protection afforded by it.Whilst other counties struggled to keep themselves afloat with a lack ofindustry, a resource, population, trade duties or in many cases a combinationof those factors. Many of them would reorganize themselves intosuper-counties…a combination of two or more counties with the goal of poolingresources. With this expansion however came the expansion of administrationneeded to run them…naturally these turned quite corrupted. However, withVinsalia being established as its own sovereign entity it was only a matter oftime before all of this would change.

In the initial weeks prior to therecognition of Vinsalia there would be a flurry of statements released fromforeign governments decrying the formation of the nation. In large part thecontroversy arose from the unorthodox manner in which it was created and theconditions surrounding it. Lilly Group, which served as the interim governmentin the formalization process was instrumental to allowing the nation to developand survive the flurry of international pressure being placed down upon it.Many nations around the world decried Lilly's involvement citing the undueinfluence a multinational corporation could exert on the fledgling nation. Whatmany in the world interpreted as a permanent governing apparatus was only atemporary stop-gap to prevent the collapse of the fledgling Vinsalian nation.With the nation finally established the first true test towards thedemocratization of the nation would begin with a mandate calling for there-establishing of original county lines for a total of 60 counties. Electionswould be held within each county for the purposes of establishing thelegislator of Vinsalia. Most importantly, Francisco Bourbon would be quoted assaying "At the onset of these elections we will be drafting the constitution ofVinsalia for the purposes of setting the guidelines by which we will presume torule." We asked what this meant for Lilly Group and his own status in thegovernment he would respond by saying "It could mean a number of things,ultimately it will be left for the people to decide as it is their naturalright as men to determine the leaders whom would protect them."We will beproviding in depth coverage over the next few weeks as these elections unfold."

As it stands the original Lilly Group administration remains in control of the critical functions of governance but plans have been revealed illustrating the gradual conversion from their emergency leadership status. Lilly Group will be relinquishing their control on the government of Vinsalia once elections conclude and a constitution is formalized by the newly founded congressional body.[/quote]

With regional elections concluded in New York proper we can now report the results. With the bulk of seats being handed over to the liberal party of New York. Our analysts have reported that the liberal party headed by former Lilly Group CEO Francisco Bourbon swept through most county elections taking an overwhelming lead for a total of 66% majority in the senate. Conservatives took a 23% total in the senate with a mix of parties taking the remaining 10% of seats in the senate. In Albany, a parade was immediately held in the city celebrating the liberal victory with a total estimate of 10,000 citizens in attendance. The Liberals promising a full sweep of changes to immigration issues, social programs, benefits, and programs that would leave the wellfare of the average citizen greatly improved over the former status quo. While in the rural parts of the state the Conservatives taking more hard-lined stances on these same issues calling for a more restrictive form of immigration and a market based philosophy of handling most issues...a free market approach of sorts. However both groups find a common cause in their strong calls for national defense programs and concerns.

With county elections completed and the senate taking shape the 1st congressional body has begun work on formalizing a constitution for the nation of Vinsalia. Additionally, Presidential elections are now underway with a variety of influential peoples taking their parts in announcing a run. As it stands 4 candidates have announced their runs for the office of Presidency. Francisco Bourbon, Jonathen Burns, Thomas Varlengrad, & Andrew Gavalkind.[/quote]

Being held up as a triumph of democracy and freedom the constitutional foundation of Vinsalia has finally been etched into the annals of Vinsalian history. After a grueling process of debate between the members of the first congressional body and countless revisions by its members. Being cited as the ideal document for it's brief nature. We now hold our founding principle document in hand. An accompanying one would be produced expousing the specific laws of the nation but given it's nature we have not yet gained access to the document. Enjoy.

[font="Book Antiqua"][b]Preamble[/b]: We the collective members of this first congressional body hereby convey the founding principles of Vinsalia to uphold in the face of tyranny and expand to the peoples of the world. Recognizing that every man, women, and child is created equally and is born with inalienable rights. We hereby pledge to uphold these values at the expense of our being until our death or incapability.

[b]Article I[/b]:
*All peoples have the right to basic services needed to live. There shall be no infringement upon persons seeking to gain these means through legal means by any other persons or corporations. Food, water, and oxygen shall not be infringed upon or monopolized by any corporate entities.
*Peoples shall be entitled to complete medical care and service and shall not have this right infringed upon by persons seeking to establish monopoly upon the sysytem for callous profit or gain.
*Peoples have the express permission to gather and protest upon any federal lands so long as they do not infringe upon the rights of others to conduct their daily business or tasks.
*Peoples have the right to freely express their thoughts, opinions, and beliefs so long as they do not endanger or infringe upon the safety of others by inciting civil unrest.
*Political parties and unions will not have their rights to representation to be infringed upon by any government bodies.
*Immigration will not be restricted in any form or facet by governing bodies. Unless it is deemed a threat to national security.
*It is the inherent responsibility of Vinsalia to spread it's values and government system around the world to oppressed peoples and free them of the chains that bond them in squalor.
*No weapon or action should be held in reserve in defense of the nations values or the spreading of said values.

*Each county within the nation are entitled to two representatives to be sent to congress to represent their respective regions. Membes of this body will serve with distinction for a matter of 2 years before elections for new representatives are permitted. Incumbents are automatically qualified to rerun unless they express not wanting too.
*Every state within the nation is entitled to one representative to be sent to the senatorial chambers and appointed to serve their respective region. Members of this body are to serve for a period of 4 years before new elections are permitted to take place. No member of the senate may serve for longer then 10 years unless they retain an average of 70% voter plurality in elections by year 10.
*The office of the Presidency shall hold supreme powers over the land and may undertake any initiative he or she feels necessary for the nation to preserve it's interests and security. Elections will be held every 5 years for the office of the Presidency. There are no term limits to the office so long as he or she retains a voter advantage of 70% or higher after a period of 10 years.
*All peoples are permitted to run in elections no matter their race, creed, religious beliefs, or any other unique characterstic of their persons.
*Elections will maintain strict public financing and corporations will be limited in their contribution to no more then $50,000 per candidate in any election. Private donations are explicitly banned.
*Each Vinsalian is entitled to one vote in public elections. Majority elections will determine the winners in each county election.
*Any additions to this document must be voted upon by the national congress and hold a majority opinion of 66% or greater to be added to either existing article or to create a new one.

We are please to announce the first Presidential elections of Vinsalia have concluded with a large margin of support being cast behind the man whom helped guide the nation in it's infancy. Which as many of you would recall was a tumultious time for the nation as a whole with various governments refusing to recognize the rightful rule of Lilly Group. Francisco Bourbon being the head of the former corporate powerhouse used his influence and acumen to keep would be interlopers at bay while also negotiating a peaceful solution with the American seperatists in New York City (or as they refer it, Hero City). Headed into elections many speculated if Francisco would take a step back from Lilly Group in order to run for formal elections or if he would simply continue running the marque corporation. In an unexpected move he not only stepped down from Lilly Group, but announced it would be reduced from its previously monolithic status to a more reasonable one. This move ultimately boosted confidence in his motives as he went on to announce his bid for the Presidency. After a number of widely televised debates he stood as the clear favorite to win heading into election day. Which would be reflected with over 73% of the voting populace, absolutely trumphing his other opponenets.

At the foot of the nations capital building a mass of citizens from Albany and the rest of the country would gather to watch the inaugeration of their newly elected President. It was a bright morning in New York when Francisco would emerge from his motorcade and walk up the steps of the capital to swear his oath of office. Thousands would cheer in applause as he was sworn into the office of the Presidency. We have a copy of his inaugeral speech and have reproduced a copy for your pleasure.

I stand before you today deeply humbled of your collective support and proud to be the man selected to lead our nation into even greater heights. The men and women whom were counted among my opponents were some of the most intelligent and qualified individuals and I would like to thank them each for making this election a great precedent for future runs. As it stands here and now, our nation holds one of the largest populations in the entirety of North America. Our industries are strong, our armies vast, and our commitment to advancement even larger. Let us continue our march for freedom and enlightenment and let us never question the undying spirit of the Vinsalian man and women as we tred this path into the future.

It has just been announced by the Bourbon administration that an election has been held within the northern states of Vermont, New Hampshire, & Maine for the purposes of being admitted to Vinsalia as formal states. We are pleased to announce that the motion has passed in each state. Vermont voted 66% in favor. New Hampshire voted 53% in favor with Maine voting 62%. As of now these states comprise the Greater nation of Vinsalia alongside the native New York. Many are calling this vote a step in the right direction for Vinsalia and will serve to strengthen the nation by providing millions of new citizens, services, and resources to the nation as a whole. Officials have been quoted as saying that each of these states should expect an infusion of developmental projects in line with the standard infrastructure of New York. While no plans have been officially released thus far we can only speculate that these developments should prove to be a boom in the newly admitted state economies.
