[Centurius]

After the ambassador had been in New Spain for a while to finish the preparations for this conference it was finally time for the meeting to start. Especially for the occasion the Palacio Real de Madrid had been chosen as the location of the meeting rather than using the Imperial Palace in Caserta.

Escorted by 5 guards in full ceremonial uniforms that covered the combat armor underneath Valerio would walk towards the reserved runway at the Madrid AFB. It was expected the King of New Spain could arrive at any time and preparations had been made. A red carpet with soldiers in dress uniforms on each side would be waiting for the King who could arrive at any time now. Press had been kept at a distance however could still be spotted from the runway.

King Enrique Bourbon sat calmly sipping from a glass of scotch as the Royal plane passed into Athenian airspace and then onto the tarmac of Madrid AFB. "It's nice to be back in the old country, I haven't been here since I was a boy." He listened idle to his advisers giving him various ideas and talking points elated at the thought of seeing his older cousin Valerio Moretti of Bourbon, Emperor of the Western Athenian Federation. "I know everything I need to know already, this man is my blood I do not need any further council on matters." His advisers quieted and soon enough they were departing the plane and walking onto the red carpet.

Upon setting foot on the ground Enrique was enamored with the reception his cousin had prepared "Absolutely beautiful...my cousin has spared no expenses." As he continued his walk admiring the full ceremonial uniform he spotted his cousin approaching from the end of the carpet. He shouted. "Cousin, this is a marvelous reception. You've done a great job making me feel welcome in the old country. How are you?" Enrique knew that Valerio himself came from Italy and belonged to the Bourbon line centered there but the ancestral blood ran deep throughout Europe with his own line centered in Spain and it made no difference, blood is blood.

[Centurius]

"Nothing is too good for a Bourbon" Valerio said as he approached Enrique. "I have been fine although busy, how is being King treating you?"

The 2 would be escorted by guards to an armored limousine, the limousine itself was again protected by military and police vehicles. Once inside the 2 cousins could talk at the convoy moved to the Royal Palace.

"I trust your voyage went well?"

Enrique lightly grinned to Valerio. "Oh, being King has it's benefits so I cannot complain too much." Once inside the limousine he took a seat beside his cousin. "My Voyage went splendid, the Royal Jet has among other things a variety of entertainment venues to keep me preoccupied should I become bored...that is unless I'm not sifting through a myriad of !@#$ my advisers deem essential." Enrique gave out a hearty laugh. "That said Cousin, as it stands currently New Spain finds herself without any formal allies...we have plenty of friends, but it would be remiss to say that we consider Athens to be chiefly among them due to our family ties."

Enrique continued to make small talk with Valeri in a friendly manner gauging his reaction to lightly coax him to what he was about to propose inside the Palace. "I think it would remiss to keep New Spain & Athens separated by an ocean or a landmass when our blood is strong...we must form an alliance to ensure that should anything happen to either of our nations the houses will remain protected." Enrique knew that forming an alliance would be a great thing for New Spain but he took more satisfaction knowing he would be formally uniting their houses in military, political, and diplomatic actions; the Bourbons would be united in action once more across two continents.

[Centurius]

"Well if you'll take one piece of advice from your cousin take this, get a few well trained guards, arm them with automatic rifles and when you see an adviser running toward you order them to aim. Always works for me" He said with a laugh.

"I agree, while an outright political union would be very hard considering the division of the monarchy and the democratic legislative I do think we as countries can get just as close as we already are as one house. It is also something I look forward to."

The limousine would arrive at the Royal Palace where an even greater welcome had been prepared than at the airbase. A long line of soldiers surrounded the road to the entrance of the palace, the dress uniforms would spread throughout the horizon until they actually arrived at the door of the palace which had been renovated for a visit like this.

"Welcome home cousin, you've been out of this palace for way too long"

As Enrique stood at the door of the Royal Palace he was filled with emotion. "It has been far too long, I can still remember playing within the halls of the Palace however when mother would take me on trips...many good memories." As he continued through the doors he stated to his cousin. "I'm curious to get straight to business if that is fine with you...I'd be willing to eat afterwords if you please it. Presently I'm still full from refreshments eaten on the trip here." As he said that he eyed an old leather chair in the distance and remembered fondly seeing his Grandfather sitting upon it in days passed and from time to time playing on it. He casually continued following Valerio remembering that he could enjoy himself reminiscing at another time.

[Centurius]

"Very well" Valerio said as they walked into a larger hall that had been transformed into a conference room. Remarkably while the interior was as authentic as before the room now featured secured terminals and telephone lines and in general had all the things you would expect from a conference room used for diplomatic talks.

"Basically what I was thinking was a Mutual Defense and Aggression Pact with some added elements, such as open borders, fixed currency exchange rates, etc. You know, the basics. I hope you could consider this?"

Enrique took his seat within the conference room noting to himself the regal but modern tones it invoked before responding to Valerio. "The terms of that sound very much to my liking with some further additions of course .New Spain will view Athens as our chief ally due to our blood and we would hope nothing would ever stand in that way. Furthermore to allow both our nations more leverage in assisting one another I'd like to propose the leasing of bases in our mutual areas of control. Ideally our base would be centered near the straights of Gibraltar to allow us quick access into the Mediterranean and assist your nation should our treaty be invoked against a Power in the Mediterranean. I'd be willing to give you land in Central Mexico on the Pacific coast or wherever you desire it in New Spain. Lastly, in conjunction with this request I'd ask if your willing to cede some land in Antarctica to New Spain to serve as a research facility. Their are certain experiments that need a degree of secrecy and isolation so as to minimize potential harm in New Spain...you know how it goes cousin."

Valerio after thinking for a bit to himself nodded.

"That sounds like a great idea, we will gladly give you part of our protectorate, as for the base I suggest Tavira, it is a relatively small city very close to Gibraltar"

Enrique was elated that his Cousin had agreed to his proposal as it would secure much needed land to conduct research that had otherwise been impossible to conduct in New Spain without too much risk and the basing rights would give New Spain the ability to project it's force in a greater range of areas.

Enrique let out a wide grin. "Very good, now as for your base I would suggest San Bias a city much like Tavira as it provides quick access to the Pacific. With that said I'm ready to review a treaty if you've got one to present."

[Centurius]

"I fear my officials were not expecting something so fast so I myself do not have a draft, any chance you have one?"

Preamble - Recognizing their mutual ties through blood and the genuine friendship of these nations the Royalty of The Kingdom of New Spain & The Athenian Federation have consented to create a treaty ensuring the safety, security, and continued friendship of the houses of Bourbon. For the purposes of this treaty both nations will be referred to as "Signatories" or "Signatory".

Article I: Sovereignty & Nonaggression
Signatories of this pact will recognize one another as sovereign nations and take no actions that may violate this fact. Signatories also agree to establish a policy of non-aggression. Neither signatory will launch military, political, economic, or covert operations against the other.

Article II: Economic Cooperation
Signatories of this pact agree to Open Borders between countries and free trade with one another to promote economic vitality and strength. Neither will levy taxes, tariffs, or any other damaging economic or trading measures. Signatories consent to have an fixed rate of currency exchange at a 1:1 ratio insuring either currency is valued and viable for trade between nations so that neither may have an advantage over the other in trade.

Article III: Intelligence Cooperation
Signatories of this pact are required to share any Intelligence information that may be of interest to the other party and assist the other in operational intelligence capacities. If either find out any information of an impending foreign or domestic threat they are required to inform the other. Furthermore both agree to assist each other in the development of information assurance and cryptologic assistance.

Article IV: Mutual Assault & Defense
Signatories of this pact are required to act in support of one another in both offensive and defensive ventures this is including but not limited to full military, intelligence, economic, and political support. An attack on one will be considered an attack on both while conversely a Declaration of War by one will be considered an Declaration of War by both parties. Before any Offensive measures are taken signatories must notify one another of the impending operation and mutually consent to the attack. Both parties further agree to mutually allow military access to bases within either country to increase cooperation in military conflicts during wartime.

Article V: Land Leasing
The Kingdom of New Spain agrees to the leasing of base facilities in San Bias to The Athenian Federation for a period of 999 Years. The Athenian Federation agrees to the leasing of base facilities in Tavira for a period of 999 Years. Both Bases will be considered sovereign territory of the other country during this period of time and allow for military personal to be places their during Peacetime & Wartime. The Athenian Federation also agrees to lease a portion of land within Antarctica for a period of 999 years. Should the leasing period of these agreements expire either country may file for an extension.

Article VI: Cancellation
Due to the nature of this pact either signatory may cancel this treaty at any time provided they give the other party 7 days notice (RL). During this period of time all articles will be valid. Afterword another 31 days (RL) will be extended as period of Non-Aggression between signatories. Base leasing agreements will still be upheld for the period of 31 days allowing parties to remove any military personal or equipment.

Enrique motioned for an aide to hand him his briefcase where upon he pulled out the treaty document. "Yes I'm always prepared with a draft when on negotiations...as you might have noted I've had one of my aides making revisions to the original document as our conversations progressed to suit our needs. I hope this is satisfactory to your desires cousin." Enrique handed Valerio the draft with a light grin on his face.

Valerio read through the treaty and nodded. "This is perfect" He said signing the treaty with a signature and stamp

"That said, there is one more formality I'd like to handle upon request of one of our corporations. Airbus Military has shown an interest in expanding overseas, New Spain is their country of choice. As you may know Airbus is one of the main developers of the classified F-99, a sixth generation fighter aircraft. If a deal was possible for them to become the main supplier of your air force they are willing to sell you the original F-99 without export modifications"

"Airbus Military would be a perfect partner for New Spain. The F-99 would substantially increase the potency of our Air-Force and I cannot turn down a deal that would bring them over on my return flight." Enrique snapped his fingers and an aide appeared with lap-top in hand. "Make sure the Airbus Military deal is done before our departure for New Spain." The Aide compiled a corporate contract and made a few phone calls to New Spain military officials informing them of the deal...55 Squadrons of F-99's would be placed for active service lines upon completion with an additional 40 F-99's to be kept in storage as reserve fighters should they ever need to be placed into active duty.

Enrique turned back to Valerio. "How soon would production lines begin on the F-99's and we are curious if Airbus Military have any further airplanes it would be willing to sell to New Spain?"

[Centurius]

"Well we have an extensive production line here but are currently undergoing several orders, I am certain however Airbus would welcome the opportunity to set up in New Spain with factories and assembly lines to spread its influence."

Valerio looked up some information on his ISIS interface. "As for other aircraft I am afraid at this point 2 alternative products are still restricted. That said they do have several aircraft for tactical and strategic airlift. Of course their civilian division has a collection of civilian aircraft"

"Domestic production facilities would be a welcome addition to the economy...maybe it'll spur some competition from our native air-manufacturers. As for the other craft I'll be content to using the F-99 for now so should the others be released we'll consider their additions properly. With that being said I don't have any further additions or comments...I'd love to make our treaty public though. What say you?"

[Centurius]

"I fully agree" Valerio said just before he received some new information on his ISIS interface.

"Mhm I see one of our corporations has come with another offer. Hellenic World Services is willing to sell the new M1 Cerberus Main Battle Tank"

[Owned-You]

"The M-1 Cerberus is another marvel of modern engineering, and I'll place a purchase order immediately to have these supply New Spain as our main-battle tank for the foreseeable future."

The production order would be placed for 10,788 M-1 Cerberus MBT's.
