I'll cut straight to the point(s).

Currently, we are comprised mainly of people who participate in a hobby known as '[url="http://www.microwiki.org.uk"]Micronationalism[/url]', with a one or two experienced members. However, this does not restrict our membership. We seek anyone, really :)

[b]Charter[/b]

Hear ye, hear ye. We, the founding members of the Organisation of Micronational States (henceforth referred to as the ‘OMS’) hereby put forward this Charter to be the codified procedures for the establishment and operations of the OMS:

I –GOVERNMENT

1. The Government of the OMS shall be composed of a Council of Three and their ministries
SECTION 1 – THE COUNCIL OF THREE

1. The Council of Three shall consist of three able members of the OMS

2. The three members of the Council of Three shall be elected every four months by popular vote of the entire membership of the OMS

3. The Council of Three shall have the following responsibilities and powers:
---a. Being the public face of the OMS
---b. Making executive decisions regarding the alliance
---c. Having all powers not assigned to other positions
---d. Appointing the Secretary of Foreign Affairs, Secretary of Defence, Secretary of Economics and Secretary of Interior within 72 hours of each Council of Three election and being announced publicly within this period

4. When deliberating on matters within the Council of Three:
---a. Each member of the Council of Three shall have one (1) vote when voting on matters within the Council
---b. Legislation may be brought forward by any Council member
---c. Amendments to the Charter, Secretary appointments and declarations of war must have a unanimous vote from all three members to pass
---d. Alliances, treaties and all other legislation requires a minimum of two members to vote in favour
---e. All deliberations and voting must be concluded within 72 hours of first being proposed

5. In the event of a resignation, impeachment or other occurrence which prohibits a member of the Council exercising their powers, the remaining members shall appoint a Secretary to act as a temporary member of the Council of Three
---a. The temporary member shall be entitled to all responsibilities and powers of a normal member of the Council of Three
---b. A by-election must be conducted, announced and completed within one week of a resignation or impeachment to replace the member and complete the current term of the member

SECTION 2 – SECRETARIES
SECRETARY OF DEFENCE
1. The Secretary of Defence shall act as the chief military officer of the forces of the members of the OMS

2. The OMS Defence Force shall exist to provide for the defence of the OMS and its members, allies and interests

3. The Secretary of Defence acts under the authority of the Council of Three in all matters concerning defence

4. The Secretary of Defence shall have the following responsibilities and powers:
---a. Co-ordinating attacks and strategies in times of war
---b. Advise the alliance on all matters concerning war
---c. Appointing deputies, holding office at the Secretary’s pleasure, who do not already hold an elected position. Deputies shall assist the Secretary in exercising their duties. Deputies may be removed by a majority vote of the Council of Three.

5. The Secretary of Defence shall be appointed by unanimous vote of the Council of Three and shall serve terms of four months from when they were appointed

6. Should the Secretary of Defence resign, a replacement should be appointed by the Council of Three as soon as is possible

SECRETARY OF FOREIGN AFFAIRS
1. The Secretary of Foreign Affairs shall act as the chief ambassador of the OMS

2. The Secretary of Foreign Affairs acts under the authority of the Council of Three in all matters concerning foreign affairs and policy

3. The Secretary of Defence shall have the following responsibilities and powers:
---a. Appointing, assigning, removing or replacing diplomats and ambassadors
---b. Advising the alliance on all matters concerning foreign affairs
---c. Appointing deputies, holding office at the Secretary’s pleasure, who do not already hold an elected position. Deputies may be removed by a majority vote of the Council of Three

4. The Secretary of Foreign Affairs shall be appointed by unanimous vote of the Council of Three and shall serve terms of four months from when they were appointed

5. Should the Secretary of Foreign Affairs resign, a replacement should be appointed by the Council of Three as soon as is possible

SECRETARY OF ECONOMICS

1. The Secretary of Economics shall oversee the economics and financial matters of the OMS

2. The Secretary of Economics acts under the authority of the Council of Three in all matters concerning monetary and economic policy

3. The Secretary of Economics shall have the following responsibilities and powers:
---a. Inter-alliance financial matters
---b. Development of all OMS members
---c. Appointing deputies, holding office at the Secretary’s pleasure, who do not already hold an elected position. Deputies may be removed by a majority vote of the Council of Three

4. The Secretary of Economics shall be appointed by unanimous vote of the Council of Three and shall serve terms of four months from when they were appointed

5. Should the Secretary of Economics resign, a replacement should be appointed by the Council of Three as soon as is possible

SECRETARY OF INTERIOR

1. The Secretary of Interior shall oversee the internal organisational structure of the OMS

2. The Secretary of Interior acts under the authority of the Council of Three in all matters concerning internal organisation and efficiency

3. The Secretary of Interior shall have the following responsibilities and powers:
---a. Advising the alliance on all matters concerning internal organisation and efficiency, including, but not limited to, recruitment and rosters
---b. Appointing deputies, holding office at the Secretary’s pleasure, who do not already hold an elected position. Deputies may be removed by a majority vote of the Council of Three

4. The Secretary of Interior shall be appointed by unanimous vote of the Council of Three and shall serve terms of four months from when they were appointed

5. Should the Secretary of Interior resign, a replacement should be appointed by the Council of Three as soon as is possible

II – DISCIPLINARY PROCEDURES

1. Until such a time when the OMS has adequate membership numbers to establish a formal judiciary, the Council of Three shall act as the supreme authority in judicial and disciplinary matters

2. All matters brought before the Council of Three concerning disciplinary matters shall be decided by popular vote of the Council of Three

3. Any member in good standing with the OMS has the right to bring a grievance or complaint against another OMS member to the Council of Three

4. If the grievance or complain is against a member of the Council of Three, the Secretary of Interior shall act as temporary member for that case only

5. Available punishments for members found guilty shall include, but not limited to:
---a. Monetary or technological fines. The exact amount and designated recipient shall be determined by the Council of Three in making their decision.
---b. Suspension from the forum for a predetermined period. The exact timeframe and nature shall be determined by the Council of Three in making their decision.
---c. Removal from public office, applying to all Council of Three members, Secretaries and deputies. This action requires a unanimous vote from the Council of Three.
---d. Expulsion from the OMS. This action requires a unanimous vote from the Council of Three.

III – MEMBERSHIP

1. In becoming a member of the OMS, all prospective members must register on the designated off-site forum
2. After signing in to the forum, all prospective members must take the following oath by posting it in its entirety, substituting their nation and ruler names where indicated in the appropriate sub-forum:
---a. “I, [ruler name] of [nation name], do solemnly and sincerely swear to adhere to the following conditions during the period of my membership in the Organisation of Micronational States:

A: I will not declare war on any nation unless authorised to do so by indications made by a suitably authorised representative of the OMS,

B: I will obey the Charter and laws of the OMS and the orders of the Council of Three and other government officials in their designated spheres of responsibility and control,

C: I will actively contribute to the OMS and participate as an active and proud member of the OMS Defence Force and defend the alliance and allies in war and peace.

3. All members must have their alliance affiliation set to ‘Organisation of Micronational States’ and team colour set to black, unless they have been granted an exemption in exceptional circumstances by the Council of Three

4. The Council of Three reserves the right to deny or accept a prospective member as a member of the OMS for any reasonable reason

IV – AMENDMENTS

1. Any OMS member in good standing has the right to bring forward discussion of an amendment to this charter. Following this discussion, it shall be given to the Council of Three for approval by unanimous vote.

V – RATIFICATION

Ratified and enforced on this day the twentieth of January two-thousand and eleven.[/quote]
