Option 1: Take action and build dams and levy's in the areas prone to flooding. Citizen income -$5.00 Option 2: Refuse to take action. They should not have built their homes in flood prone areas. Population happiness -3 No Response. Population happiness -4 Im thinking of choosing the first 1, but to make sure, I want to know what the community thinks I should do.

I had this events about 3 times in my 283 day life and I always picked the +3 happiness option. And plus, if it said "build infra while its cheap," it would have said something like "decrease infra cost -5%" or something. Just my 2 cents or should I say, just my 3+ happiness! (its a joke)
