  1. Preamble

    In recognition that both Vanguard and Atlantis are committed to the prosperity, development and safety of their respective member nations, we, the assembled members of both alliances, opt to enter into this agreement. Endeavouring towards an ever-lasting, all-inclusive peace, enduring security, and open communication, Vanguard and Atlantis hereby agree to uphold the following terms.

    Article I – Sovereignty

    Each signatory formally recognises the right of each party to exercise ultimate internal authority, in addition to possessing a monopoly on the legitimate use of physical force, within its own territory. If one party engages in military or political action against an outside entity, the party does so without implication of the corresponding party.

    Article II – Camaraderie

    The membership of each signatory commit to remaining civil towards each other at all times, particularly in public channels, but also in private. The signatory alliances and their member states will treat each other with respect and decency, as they would their own. Intelligent debate, discussion and constructive criticism are not to be frowned upon, however both parties are expected to show tact and consideration, by going through appropriate channels when addressing concerns.

    Article III – Peace

    Article III, Item A. No member either signatory may participate in, support, or condone military action towards a constituent of the countersigned. If a member nation of a signatory alliance is found to have done so, they will be ordered to offer peace within 24 hours of the initial notification, and pay reparations equivalent to the total damages inflicted. Defending nations are required to allow a period of 24 hours, after notifying their respective government officials of the attack, before engaging in any retaliation. At which point, retaliation is to be limited to the number and type of attacks received. If the attacking nation refuses to offer peace to the defending nation within the specified time frame, and or pay appropriate reparations, without credible explanation, the attacking nation will be expelled from their alliance. Further, the expelled nation is to be considered a rogue by all parties, and dealt with accordingly.

    Article III, Item B. Neither signatory alliance will engage in, or endorse, espionage or subversion towards the countersigned. Further, should a party receive information that points towards a possible leak in the corresponding party’s security, this information must be shared and discussed immediately.

    Article III, Item C. Both signatories, should either be in a position to do so, are forbidden from inflicting the Senator-derived power of sanctions, both trade and aid, on a constituent of the corresponding signatory.

    Article IV – Intelligence

    If either alliance receives information concerning a direct threat to another, the receiving alliance will notify the endangered signatory and provide the relevant information. The source of said information may be left undisclosed.

    Article V – Mutual Assistance

    Should either signatory become engaged in a military conflict, they are permitted to officially request, through appropriate channels, financial assistance, in an effort to resolve the conflict, or to aid the signatory following the conflict. The countersigned are not obligated to provide the requested aid, however, they are strongly encouraged to do so. If a signatory will not provide the requested assistance, they must inform the militarily engaged party of this decision within 48 hours of the initial request.

    Article VI – Amendments

    Any amendment made to this treaty must first be discussed and agreed upon by the appropriate government officials of each party, and undergo the appropriate processes.

    Article VII – Termination

    Either signatory may terminate this pact at any time and withdraw its status as a signatory; however, the withdrawing alliance must notify the government of the countersigned, through the appropriate private channels, 48 hours prior to their desired time of termination. However, should either party breach an article of this document, their signatures on the treaty will become immediately void, unless otherwise stated in the treaty, or previously agreed upon by both alliances.

    As El Bruc so adequately stated, there is no need for the insults being hurled back and forth in this topic. This is a matter of peace and diplomacy becoming triumphant over hostility and hatred.

    That's what I was thinking. Nonetheless, it's still a nice idea, as it's quite interesting to see a visual presentation of the dominance, or lack thereof, of certain alliances over a Sphere.

  5. I wasn't aware that the grudge between Polaris and GATO had continued on for so long. It is wonderful to see that diplomacy, rather than blind hatred, has finally achieved victory, and I am certain both organisations will reap rewards from this announcement. Good luck to both alliances to endeavouring towards a new period of prosperity and peace! It is a shame that such a wondrous declaration has been met by some individuals hurling base accusations.

  6. We generally require our members to move to the Orange Sphere, but we do give a considerable amount of time for that to occur, as we understand the difficulties that can arise. We also do allow exceptions, on a rare basis, for members to stay with their current Sphere, but with the sexiness of Orange, who would want to do that?

    Vanguard Edict - Changes to The Architecture

    As The Sovereign, I am proud to announce the democratic election process of The Architects has recently been completed. This past month has been one of much success for Vanguard, with its constituents experiencing astonishing growth, surging our organisation’s combined might beyond four-hundred thousand, with an average strength of over fifteen thousand. On the diplomatic front, we have entered into a landmark treaty with our long-time friends, Ascended Coalition of Liberty and Royal Dominion. The agreement was announced with much praise from the public, giving credit to its originality, innovative nature, and awesome graphics. Finally, the August Term witnessed the Vanguard Imperial Force defence system implemented, with the Vanguardist Security Strategy now fully operational. Our proud nations now efficiently coordinated and rallied behind the Escutcheon of Vanguard, we can ensure our organisation is protected to the very best of our abilities.

    The Architecture has maintained many of its talented members, who have made major contributions to the success of our organisation. However, the September Term also welcomes Thaliak, the new Hammer of Vanguard, into the fold. Since his acceptance into our Hall, Thaliak has proven to be an intelligent, well-spoken and contributing individual, who is certain to serve Vanguard well. Myself and The Vizier of Vanguard, QTUN, look forward to working with each and every Architect, endeavouring towards prosperity, growth and vigour for all Vanguard members.

  8. I don't think this is necessarily true. I think that most of the non-Initiative world is sort of lazy about things. I don't mean this in an entirely disparaging way - I just think that they care a lot less about the game in general and put less effort into things.

    I'm glad you inserted the word 'most' in your second sentence, Electron. There are many alliance leaders, government officials, and entire organisations, that spend considerable time on the game, take their roles seriously, and actually value professionalism, diplomacy and intelligent discourse. A benefit of being the founder and leader of a small alliance is that I have personally witnessed the grass-roots of Cyber Nations. Some of the most talented individuals in this game, in my opinion, are not only in the high-ranking positions of alliances such as The Orders, but can also be found putting hours of work into these fresh, innovative, small alliances. Polaris has been particularly talented at noticing potential in these entities, as shown by your numerous protectorate treaties. We have a lot to offer Digiterra, we just require the opportunity, rather than being faced with the possible threat of destruction for presenting an opinion, and disdain shown by some larger alliances towards their smaller counterparts.

    There are plenty of non-WUT individuals and organizations who care a great deal about the game. There are two factors at work in lowering their profile in the OWF and elsewhere, factors that lead them to prefer to spend their time and energy on alliance-affiliated and other boards rather than here. One is the culture of fear already mentioned, although it extends beyond fear to the general contempt shown to smaller alliances, however honorable and committed they might be: this does not encourage them to post here. The other is the very subject of this post: the low quality of discourse here becomes a self-reinforcing negative cycle. There are many who simply stay away from here because there is nothing here for them.

    Pingu has summarised my feelings, and the feelings of many people I have come in contact with, quite well in the quoted post. To emphasise the last point - it is rather disheartening to be browsing through a thread, particularly if the thread was made by that browser, and be greeted by unintelligent, base and generally ludricous comments, most of which cross the line over into down-right trolling. The vast majority of us do not mind criticism of policies, treaties or announcements, in fact, some welcome it (as long as it is constructive), but criticism in the form of the aforementioned type of post does not promote intellectual debate - it only fuels the flames, up until the point where the topic descends into a mass of over-used forum phrases and poor grammar.

    I don't really post in any areas of the message boards unless I'm announcing something that my alliance is doing or congratulating one of my alliance's allies.

    For me, it's usually for one of two reasons: 1) the topic has nothing to do with me and 2) I don't want my alliance to be attacked because of my opinion.

    1) Because ICON is an independent alliance, we're not in the big blocs and don't have ties to the majority of the alliances making MDP and war announcement. So if the party making the announcement is not a friend or an ally, I don't post. I'd rather leave it to those that have a stake in what the announcement says.

    2) People in the OWF are sensitive. When people can be attacked simply for complaining about being attacked or expressing any other kind of opinion that certain people don't like, it's better to just say silent. There is definitely the presense of an ideology on the boards that says that if you're in a big alliance, you can say and do whatever you want to people from smaller alliances who disagree with you.

    They may not be posting their opinions for fear of being attacked, but they are certainly paying attention.

    I apologise to Duncan King for butchering his post, but those points I have quoted are those that I especially agree with. People here can claim that nations, groups of people, or even entire alliances, do not get attacked only because of their words, but that's entirely false. In my short time in Digiterra, I have seen this happen countless times, just as Duncan mentioned. While those people that provide their criticism or opinions in the form of poorly written, ridiculous claims, overflowing with immature insults, perhaps do deserve such a fate, there needs to be a recognition that disagreeing with a policy, or censuring a decision, does not automatically equal 'trolling', and does not warrant that person being attacked, particularly if they took the time to write a thought-provoking, original, well-constructed argument or point of view.

  9. First ToA Bloc mayhaps?

    I wouldn't exactly call it a bloc, but yes, I do believe it's the first multilateral treaty of its type. One of the reasons Vanguard, Royal Dominion and Ascended Coalition of Liberty have formed such a strong friendship is our common appreciation of creating meaningful and original policies and agreements. Also, there is no reason that it cannot expand to contain further signatories, should the current parties find organisations worthy and willing to be part of The Concord.
