Florida
Secretary of the Interior Vicente Ferrar has announced that a grant for $15.7 million has been awarded to Miami International Airport and Orlando International Airport.
The money is made up of two grants, and will allow the airports to make key improvements to its runways, while providing additional emergency response assets. Funding will also be used to strengthen the gateway’s military partnerships with the Navy and Air Force. Secretary Ferrar, explains: “These airports are critical to south-central Florida’s economy. These grants will help make key improvements at the airports to keep passengers safe. It will also strengthen the partnership between civil aviation and area military installations stationed in Florida. Construction on this project will begin next year, and the grants will go towards new runways, purchase of aircraft rescue and fire fighting vehicles to assist in emergency response, and improvements to passenger terminals. This two airport project will greatly increase tourism in those cities, as well as promote commerce through Florida.
Alabama
The U.S. Department of Finance and Trade announced the first 12 communities that will be specially designated as so-called manufacturing communities, naming the southwest Alabama region among them. The government-backed initiative known as the Investing in Manufacturing Communities Partnership attracted some 70 applicants from cities, universities and local development agencies across the U.S. Several federal agencies took part in a similar program that awarded $7 million in grants to support long term economic development last month. In an attempt to replicate the effort, the Heller administration launched a national program to put a focus on sustaining the country's manufacturing sector. But they had to move fast to make the mid-April deadline. A number of agencies got involved, including USA and the Mobile Area Chamber of Commerce. They had to show how many manufacturers were already in the area and draw a blueprint for areas where more investments could be made to support more. The southwest Alabama region stands to gain plenty. The plan would place a number of grant opportunities at arm's length for the region to support the economic development strategy put forth in the application. The immediate pay-off is the marketing that comes with the recognition. They will also receive a dedicated federal liaison to help them contend for about $1.3 billion worth of funds.
Mississippi
Governor Jason Tyrone is calling for a comprehensive approach to making the Mississippi River more sustainable. He made the statements today alongside government and environmental leaders in Washington for the Big River Works forum dedicated to the future of the Mississippi. Tyrone says the best way to enhance sustainability is to build on existing public-private partnerships and develop a multi-state structure that allows for integration of the river's users.
The Big River Works Initiative looks to create a cooperative path forward for Mississippi watershed sustainability.

After noting the absence of the Russian President, Secret Service Agent-in charge Josh Brock immediately began to get suspicious. After consulting with the agency Director and his fellow agents, he decided to immediately evacuate the President from Russia and send him back to Washington. He and several other agents entered the room where the President was waiting, drew their Sig P229 pistols, covered him with their bodies, and evacuated the premises. An emergency call was given to Marine One to land on the base and fly the American delegation to the airport where Air Force One was waiting. Once the President was on board, the pilot initiated emergency protocols and took off as fast as the engines would allow, ascending into the sky. Once Air Force One was over the Pacific, F-22 Raptors from Naval Base San Diego would intercept the aircraft and escort it back to Andrews AFB.
A note would arrive at the Russian Foreign Ministry:
"The United States will no longer conduct any diplomatic engagements with the Russian government. Good day."

EDIT: And New Hampshire was settled as part of a diplomatic negotiation. Therefore this state should not have to comply with the new rules.

HAWAIIAN SOCIAL KINGDOM - UNITED STATES OF AMERICA ANTI-IMPERIALISM AGREEMENT
(USS ARIZONA PACT)
Because of the ancient historical and cultural ties that exist between the United States and Hawaii, and the pressing need for mutual defense against imperialism abroad, and the mutual Sovereignty of both Hawaii and the United States, and above all else the unity of interests between the Free Peoples of Pasifika and America, the United States of America (United States) and Hawaiian Social Kingdom (Hawaii) hereby enter into this agreement, henceforth known as the USS ARIZONA PACT.
ARTICLE 1: MUTUAL DEFENSE
A) THE UNITED STATES AND HAWAII SHALL PROVIDE MUTUAL MILITARY DEFENSE IN THE PACIFIC REGION
B) BOTH NATIONS WILL SHARE GATHERED INTELLIGENCE IF IT PERTAINS TO THE NATIONAL SECURITY OF THE OTHER ON ECONOMIC, POLITICAL, COUNTER-INTELLIGENCE, OR MILITARY TERMS. WHILE NOT REQUIRED, BOTH NATIONS ARE ENCOURAGED TO SHARE NOTEWORTHY INTELLIGENCE WITH EACH OTHER; ESPECIALLY THAT REGARDING THE PACIFIC.
C) IF EITHER THE UNITED STATES OR HAWAII WHERE TO COME UNDER NUCLEAR, BIOLOGICAL OR CHEMICAL (NBC) ATTACK, THE OTHER PARTY IS OBLIGATED TO RESPOND IN FORCE.
D) THE UNITED STATES AND HAWAII RESPECTS ALL SOVEREIGN TERRITORIAL CLAIMS BY THE OTHER, INCLUDING CULTURAL ISLAND GROUPS AND AMERICAN STATES.
E) THE UNITED STATES AND HAWAII RECOGNIZE AND RESPECT THE SOVEREIGNTY OF EACH OTHER.
E) THE UNITED STATES AND HAWAII SHALL ACTIVELY SUPPORT ONE ANOTHER IN COUNTERING IMPERIALISM IN THE PACIFIC REGION.
F) THE UNITED STATES AND HAWAII WILL COORDINATE TO PROTECT PACIFIC SHIPPING.
G) THE UNITED STATES AND HAWAII WILL SHARE A JOINT SIPRNET MILITARY COMMUNICATIONS NETWORK FOR SECRET LEVEL OR LOWER INTELLIGENCE SHARING.
ARTICLE 2: ADDITIONAL AGREEMENTS
1. HAWAII
A) HAWAII WILL PERMIT THE HOME PORTING, RESUPPLY AND REPAIR OF UNITED STATES NAVAL VESSELS PENDING SURPLUS OF FACILITIES AT NAVAL STATION PEARL HARBOR.
B) HAWAII WILL PERMIT THE UNITED STATES TO STATION FORCES ALONGSIDE HAWAIIAN FORCES DEPLOYED IN DEFENSE OF CULTURAL ISLAND GROUPS.
C) HAWAII WILL NOT CONDUCT STABILITY OPERATIONS OR PROTECT NEW CULTURAL ISLAND GROUPS WITHOUT FIRST CONSULTING THE UNITED STATES.
D) HAWAII COMMITS ITSELF TO ANTI-IMPERIALIST JOINT MILITARY OPERATIONS ALONGSIDE THE UNITED STATES MILITARY IF ASKED TO DO SO.
2. UNITED STATES
A) THE UNITED STATES AGREES TO TAKE RESPONSIBILITY FOR HAWAII'S FOREIGN POLICY AND AFFAIRS.
B) THE UNITE STATES RECOGNIZES THE SOCIAL SOVEREIGNTY PARTY (SOCSOV) AND HAWAII PACIFIC COMMAND (HIPACOM) AS THE SOLE LEGITIMATE JOINT GOVERNMENT OF HAWAII.
C) THE UNITE STATES SHALL NOT STATION GROUND FORCES ON THE HAWAIIAN ISLANDS, INCLUDING THE NORTHWESTERN HAWAIIAN ISLANDS.
D) THE UNITED STATES SHALL ASSIST IN MAINTAINING AND PROTECTING HISTORIC WILDLIFE PRESERVES IN THE PACIFIC .
"I am willing to send this revised version to Washington for the President's signature today if your government agrees to its terms."

No offense intended on my part either, but if we'd have taken time to lay out the rules before attempting to RP there wouldn't be nearly so much bickering as we lay out the train track just a mile ahead of a locomotive. We can't fix the past, but the rules *do* need to be laid out to have a successful RP experience.

I don't see the issue. Either treat them as the larger nation, for military purposes, or just let them run into the caps that we have in place. What does it matter if it's two people playing together?
YES.
And (no offense) if you guys put as much effort into caps and OOC bickering, into ACTUAL RP there wouldn't be a problem.

we still control our own forces. Mona's is the only really "active" military units
mine's national guard. this was done A. because she was really the only one to say yes to a merge and B/ because i want to focus on internal RP
