The group of islanders was comprised of the Big Four: Emanuel "Manny" Mori of Micronesia, Christopher Loeak of the Marshalls, Anote Tong of Kiribati, and Sprent Dabwido of Nauru. Dabwido spoke first, "We wish to have the four main island groups of Micronesia, Marshalls, Kiribati, and Nauru to be united into a federal government comprised of four states. We would like to also add the areas of Howland Island, Baker Island, Kingman Reef, Palmyra Atoll, and Jarvis Island to join Kiribati. There are many groups of people in the lands, from different tribes. We are still all united in the dream of being one nation, and the people sent us to represent them." Tong spoke next, "The islands are made up of main groups. I am myself a Chinese heritage person, the great-grandson son of a Chinese migrant from long when a great war was in the Pacific. We live in harmony, all thinking as the people of the Pacific."
