Alternate history indeed. Monarchies allying with communist countries, everyone being good friends and playing perfect diplomat.

Benito nodded at the Spanish Emperor. He spoke in Italian, his voice raspy and quiet. After a few moments, the interpreter translated for the Spaniards. "The Duce says to not worry, that Italy has its finest minister running the nation, one who has been taught to avoid war without certain victory."
The Duce took a sip of water, then spoke a few more words. "The Duce says Italy would be greatly interested in increased trade, and that a military pact would strengthen the cause of conservative and anti-bolshevik forces, and is a favorable option to our country." -
Count Ciano stared at the Supreme General in shock. "My superiors in Rome? I come all this way to your capital for talks of peace and friendship, and you insult me by having not learned of who I am or what my title is?
I am THE acting Head of State of the Italian Social Republic. I report to no one but myself; I am only subordinate to the dying Duce, who can barely smile for the cameras, let alone make decisions on foreign policy. Furthermore, I am and have been in charge of the foreign relations for the Italian republic since 1936! And you treat mere like a mere diplomat, sent here to plead and beg for your approval of our colonization of some backwater African territory?" The Count left his seat and paced around the room,
"Italy has no wish for further expansionism, nor wishes for war. However, if you continue to disrespect our nation and treat us as raving lunatics and warmongerers, we may be forced to live up such titles!" The Count collapsed into his seat, taking a deep breath. He looked at the Egyptian sovereign, appearing calm and collected.
"I'm sure your confusion of my identity was a mistake, and not a sign of disrespect. We will sign the NAP. We will restrict our troop numbers in the Red Sea regions. We will agree to refrain from any further colonization of your Sphere. I only hope our two nations will cooperate in our mutual security."

The Italian officials stationed outside The Westin Excelsior, the chosen spot for the meeting, greeted the Spanish envoy warmly. While some, including the Police Superintendent of Rome and the commanding officer of the Rome Blackshirt Guard Ulberto Adriano, saw the arrival of almost two dozen armed soldiers an uncomfortable and unacceptable move, most brushed it off as an overreaction by a nervous diplomat.
In honor of the Emperor's visit, Italian and Spanish flags donned the streets and the hotel, while armed guards watched over every crevice and corner. The Italian officials led the Spaniards into the building, and into a private meeting room. Prior to opening the door, the Italian foreign ministry secretary Mazzolini turned to the guests.
"I must have you know, in honor of your first diplomatic endeavor as sovereign head of state of the Spanish Empire, and in hope of greater relations between our nations, we have arranged a special meeting for you today."
Upon opening the door, the group would be treated with a view of the Duce himself, Benito Mussolini. He was visibly ill; he was slouched in his chair, beads of sweat on his forehead, his face paler than a ghost. He greeted the Spanish envoy in his native tongue, which was translated by an interpreter sitting next to him. His voice, while hoarse and low, still spoke of a dominant leader.
The interpreter shook hands with his guests, and bowed to the Emperor. "The Duce asks for you to please take a seat." He gestured towards the seats alongside Mussolini, surrounding a small round table carved from granite. A servant poured water for the Spanish leader.

The Count shook his head. "My friend, you have it all wrong. We have no plans for the invasion of Tunisia. We simply seek to negotiate a settlement with the French that would not end with troops of theirs mere miles away from our headquarters in Tripoli. As for the incident that occurred earlier on the Tunisian-Italian border, an inept commander simply practiced military maneuvers without checking his map or contacting his superiors. I can assure you, he has been reprimanded.
Now, Djibouti. Italy has long had territorial ambitions in East Africa. Despite this, in anticipation of your friendship, we have removed all claims to the portions of Eritrea under control of your forces, along with pulling back our troops from the Tripoli-Cyrenica border. However, as we are a Mediterranean nation, the Red Sea is a vital area for the survival of our nation. As such, we must take precautionary measures to assure a foreign nation is not able to cripple our sea trade with distant nations. The straight at Gibraltar is too far from any established Italian colony to be properly defended. We need a strong naval base for our ships to dock in, in order to guard the mouth of the Sea. You see why it is essential that we seize this colony?
We have no plans for war with any established power; however, if the time comes that our country is plunged into conflict, we must not be unprepared.
We are not violating the sovereignty of any internationally recognized nation. The tribes of Djibouti are unclaimed and uncivilized. They are disorganized and would fair far better under Italian rule. Furthermore, in no way does our expansion here contest with any of your claims, nor does it restrict any further expansion of your own nation.We, meanwhile, have no further plans for expansion in East Africa, we commit this action for the safety of our economic interests. We would certainly have no reservations in allowing your nation to station soldiers and troops in the colony. We simply need a secure Empire. I hope you will understand."

Count Ciano entered the building with an air of arrogance and pride floating behind him. He ignored the cold stares of the Egyptian officials. He approached the Supreme General and saluted him, before offering a handshake.

Creation ordered of one anti-ship artillery division consisting of 24 pieces of QF 4 inch Mk XVI naval guns transferred into land base forms. The materials to build such materials have arose from the discovery of several rare mines. The build is expected to finish in 6 months. Meanwhile, a division of 40,000 soldiers is being deployed to the region through a fleet of rented vessels. They are armed with WWI era Lee Enfield's left over from the Great War. While not entirely up to date, it was a decent defense for such a difficult to invade island. Several groups of citizens have petitioned the Italian government with concerns over the buildup of troops. The Italian military has assured the people these are simple beneficial moves. Simply procedure and logical. We believe they bought it.

1 expert Black Shirts Guard division of 1000 men, 90 officers, ten Volkswagens and several Great War Era artillery units has been deployed to protect the Italian embassy, headquarters and military center. A citizens protest occurred but it was quickly silenced. The Italian officials in the region have faced considerably less violence than before.
One Italian horse-pulled Obice da 75/18 modello 34 unit consisting of 400 horses and 120 units, along with three thousand crew and guard has been deployed on the Tripoli-Tunisia border. Italy has tested the divisions on barren desert ambiguously close to the Tunisian border. An Italian Ant Air Artillery Division is awaiting production approval by the Fascist Grand Council. Forty thousand troops an 3000 officers have been deployed in a combined small army of two divisions. The troops have been marching in several villages. Most are armed with Villar Perusa submachine guns.
Meanwhile the two divisions of 14000 men and 1500 officers located near the the Italian-Egyptian border have left the area for Sicily. This marks an opening of brighter relationships with Egypt.

One division of 1200 men and 50 officers armed with Lee Enfields and revolvers has entered the Djibouti province. Through a series of boat crossings through the Red Sea. Most of the ships landed without trouble, but several encountered gunfire and one African servant on a transport ship was killed by shrapnel. The move caused conflict with local tribes and several soldiers were wounded and a dozen tribesmen killed. This marks a tensing of relations between Italy and the Djibouti locals and perhaps even a declaration of war. A village in the North was occupied.

How did your forces get to Djibouti? Your current holdings in Eritrea do not border it. Can I assume that you tried to cross through my African protectorate, or do you need to edit this post to clarify another route? -

Italy condemns the spread of communism in Asia and calls on the international community to join it in placing an embargo on the Chinese communist state.

Italy will gladly accept this invitation for negotiation. Count Ciano will be sent to our embassy in Cairo at once.
The Egyptian government invites Italian representatives to Cairo to discuss the future of east Africa. At this time, we will not be removing our troops from the area. However, we will tentatively recognize a one mile DMZ between Italian Eritrea and the area of our protectorate, subject to re-negotiation.

Italy makes similar note that any attempt of French forces to seize Tunisian land will be considered an assault on Italian soil. We do not wish for war, but we can not assure our Peoples' safety in Tripoli if foreign governments surround our land.
As the head of our colonial administration lies in Tripoli, the region is critically important for establishment of a strong, secure colonial program; a foreign soldiers, especially of a democratic government, mere miles away from this headquarters is a major security risk and danger.
The Italian government would be willing to partition the country, but will not accept French domination of a territory so close to Tripoli and Sicily, along with its position near a critical supply route. -
Italy does not recognize claims or diplomatic negotiations made by long dead monarchs of a nation long past. The future of the Mediterranean belongs to the Italian people.
Lastly, a public notification would be sent to Rome, stating the following.
"The French Republic has had colonial interests and presence in Tunisia even before Italy was a nation state. France will not tolerate any Italian encroachment on our sphere of influence, which we see as rightful given the Berlin conference and prior colonial arrangements which have enabled Italy to gain her colony in Tripolitania in the first place, in return for recognition of our interests in Northern Africa. We would hope that Italy will stay away from our sphere of influence and not burden our relations and the threaten the stability of colonial policy.

We are willing to negotiate, but Italy has no intention of letting foreign powers dominate North Africa. Our troops and subjects in Tripoli must be secure, and a stable and safe supply line established. Control of the Tunisian coast is central to this strategy. -
The Italian government continues to recognize the Third Republic as the legitimate power in France, and would like to remind the French government of our continued colonial aspirations in Tunisia. We will refuse to recognize any attempt by France to recolonize the country.

Not really important, but since I didn't get any of Cyrenica could I have the Eritrean coast that I cut or Djibouti? Just a base for expansionism in East Africa? -
I could give you the Libyan coast and Eritrea. Gets a bit large otherwise.
That'd be perfect. Alternatively, could I ditch Eritrea and just take Libya?

So If I bought some planes from 1940 and I had 1938 tech, itd be 2 points times 2 with a total of 4 points spent. This way, people can buy critical high tech goods without abusing the system.
Edit: Or however much planes cost now, I forgot Eva's system is in place.
