EDIT:
What and if I join your alliance, what is required of me? For smaller nations, tech dealing is required to graduate. For larger nations, to graduate you need an IRC mask, a certain number of days in the alliance, and a certain number of posts.

You shouldn't expect everyone who you attack to just roll over and accept having their stuff taken. At least some will have balls enough to attack back.
You attacked him with 2 attacks, he attacked with (2?) CM's, you should both go on your way. Instead of adding him to your ZI list. Seriously?

You need certain levels of tech to get certain bonus resources. Buying up to 50 tech will enable all but scholars (which needs 90% literacy, aka moar tech)
