You need to get yourself some Labor Camps. It will cut your Infra bill in half. Definatly work on your resources too

For those Nations that self Anarchy, why can't the limit be raised to Looting 50 Tech if the Nation has it? IMO it would help prevent Nations from self Anarching themselves so they don't get attacked. Isn't that what Peace Mode is suppose to do in the first place?
