Few random thoughts
- Previously, nations with large amounts of tech would never lose it. They are now more vulnerable to Nation strength fluctuations
- Tech raiding will most likely be go back to how it used to be, namely raiding inactive nations who were going to be deleted as opposed to raiding anyone that isn't in an alliances as it's become.
- Nations will be less likely to not purchase troops to try and just ride out wars, since they'd still be losing tech from cruise missiles and bombing runs.
- Conversely, nations that are beaten and so can't defend themselves are far more exposed to losing a LOT more nation strength. This ignores the fact that improvements/wonders are really the keys to effectively rebuilding though.
- I'd imagine reps will become even more expensive as a result of war as they have to cover lost tech in addition to infra/land damage.
My main concern would be to see the nation strength multipliers for war looked at. Perhaps narrow it to 75% and 150% or something to narrow the band, since there will be less difference in nation strength relative to the actual fighting power of the nations involved.
