The GPA government is essentially the same as the ICP was but the elected officials actually wield enough power to do their job, and ergo have more responsibility on the day to day business (i.e. no need for voting on every single issue). Any full member can put forward a motion in the senate. And as Z pointed out, if you want to avoid war, GPA is certainly the best place.
