Well if you would like me too, I could write a guide on how to be elite. You get many members by recruiting, and teach them to grow. Now if you try you might be able to do it. And for the part of MHA's part of being allies, just get them to hate us. Do whatever it takes fake logs or anything and then you might just be able to knock us off the sanction list.
