  1. MEMENTO MORI CHARTER Table of Contents I.) Membership of Memento Mori (MM) II.) Government Structure III.) System of Law IV.) Declaration of War V.) Spying and Raiding I.) Membership of Memento Mori (MM) A) Alliance Affiliation All members must use Memento Mori as their Alliance Affiliation when an approved member and must remove it within 24 hours of being Disapproved, or Banned from the alliance. A non-member using the Memento Mori AA (hereby referred to as a ghost) will be subject to attack. All Memento Mori members should be on the Purple sphere, though some exceptions will be allowed. B) Activity In Memento Mori, all members should appear on the forums at least once a day and MUST appear every 15, unless notice of absence is given properly. If a member is found to not have appeared on the forums in the past 15 days, their warn level will be increased by 20%. If they are found to be inactive on the forums for 30, their forum account is deleted, they are notified, and if they have not removed MM from their Alliance Affiliation, they will subject to attack until they do. C) Social Code of Conduct All members are valued and the Government MUST listen to them, as Memento Mori is a democratic alliance. D) Warnings and Repercussions. Any member not following the MM rules and laws, will have their Warn level raised by 20% increments. When a member's Warn level increases, they are given a chance to appeal their bans. If a member’s Warn level exceeds 60%, they are put on probation under the Ministry of Growing Nations and subject to internal sanctions. At 80%, said member will be expelled from MM. At 100%, the subject nation will be permanently banned. (See Section IV for continuation on the System of Law) II.) Government Structure A) Senate The Memento Mori Senate consists of 4 Senators acting jointly as the head governing body. Their legislation is absolute and Memento Mori law. Each Senatorial term lasts 6 months with alternating elections every 3 months. Every 3 months, 2 senators are up for a retention vote. Any eligible candidate looking to hold the contested senatorial seat may run against the incumbent senator during the concurrent voting period. If the election goes uncontested, the senator must retain at least a 50% approval rating; any rerunning senator with less than 50% of the votes at the end of the voting period is subject to removal and replacement. The Senate's responsibilities include (though not limited to): Appointing Ministers (3/4 approval vote required) Voting on Treaties (3/4 approval vote required) Dismissing Ministers (4/4 approval vote required) Declaring War (4/4 approval vote required) Banning Members (3/4 approval vote required (does not count for time bans)) Changing the Charter (4/4 approval vote required) (Note: In the case of an absence or shortage of eligible Senators, a simple majority will suffice as a deciding vote.) B) Ministers and Ministries. Memento Mori will consist of four (4) departments, each with reigning Ministers. Each Minister is responsible for all affairs regarding their appointed Ministry. Accordingly, each Minister has the option to appoint up to two Deputy Ministers to assist in the affairs of the department. 1) Ministry of Arrivals The Ministry of Arrivals will act as the welcoming committee and education center for all new nations and new MM members. The Ministry of Arrivals will be responsible for recruitment, education, and initial aid of all Memento Mori members. 2) Ministry of Growing Nations (jointly referred to as Ministry of Internal Affairs) The Ministry of Growing Nations will consist of aspects of both Internal Affairs and Finance. The two Deputy Ministers will be divided among the two major roles of the Ministry of Growing Nations: Economics and Investigations. a)Economics The Deputy Minister presiding over Economics will arrange tech deals, trade guilds, donations, and any further financial assistance. b)Investigations The Deputy Minister presiding over Investigations will act as the Judicial branch of Memento Mori, upholding Memento Mori law and holding trials for members breaking them. This Deputy Minister will also organize and hear all Warn appeals, though the Minister of Growing Nations in conjunction with the Senate will decide whether or not to allow the appeal. 3) Ministry of War The Ministry of War is responsible for the organization and execution of all war matters. This includes diplomacy and retaliation in defensive wars and organization in the chance of an offensive war. Offensive wars are forbidden except in times of Alliance wide war. Tech raiding is also forbidden. Any nation found in an unauthorized offensive alliance will be subject to trial and an increase in Warn level. 4) Ministry of World Relations (jointly referred to as Ministry of Foreign Affairs) The Ministry of World Relations is in charge of acquiring, maintaining, and updating treaties, keeping the general membership informed of important events in Planet Bob, and spreading the good name of Memento Mori. Misinformation is NOT a tactic allowed or condoned, as is negative propaganda. The Ministry of World Relations will also organize foreign diplomats and their embassies. C) Eligibility As a democratic alliance, every member following eligibility requirements has a chance to run for a government or senate position. Eligibility requirements are as follows: Ministerial Positions: Nations must be at least 60 days old, have 300 forum posts, and have been a Memento Mori member for at least 45 days. Specific eligibility requirements for individual Ministries will be available at the time of candidacy or retention vote. Senatorial Positions: Nations must be at least 90 days old, have a minimum of 500 forum posts, and have been an alliance member for 75 days. (Note: All requirements may be waived by a Senatorial or Ministerial majority vote.) III.) System of Law A) Warn Levels Any Memento Mori member that does not adhere to Memento Mori legislation and law will be subject to an increase in forum Warn level via 20% increments. When a member's Warn level increases, they are given a chance to appeal their bans. If a member’s Warn level exceeds 60%, they are put on probation under the Ministry of Growing Nations and subject to internal sanctions. At 80%, said member will be expelled from Memento Mori. At 100%, the subject nation will be permanently banned. B) Appeals At any time, a previously Warned member may file an appeal with the Deputy Minister of Growing Nations in charge of Investigations. The appeal will then go through the Minister of Growing Nations and the Senate, both jointly deciding the outcome of the appeal. If a member fails to present a reasonable appeal and the appeal is denied, the Warn level will stand. If the Warn level warrants expulsion from Memento Mori, the member in question will have 24 hours to change AA. If the allotted time has expired and the expelled member still has not changed Alliance Affiliation, the Ministry of War has the option of forcefully removing AA via strike team. C) Trials Any Memento Mori member has the ability to call another member’s actions into question and request a formal trial for an increase in Warn level. Said trials will go through the Deputy Minister of Growing Nations presiding over Investigations and all outcomes will be decided via Minister of Growing Nations. In extreme cases of libel or treason, the Senate may intervene and decide the outcome of the trial regardless of the Minister of Growing Nations’ previous rulings. IV.) Declaration of War The Senate is the only body that can declare an offensive war, and the Senate must hold a unanimous (4/4) vote to join a war front. Such occasions would include the activation of a war-binding treaty with a separate sovereign alliance or a retaliation to unjust actions towards Memento Mori from another alliance. As a rule, offensive wars on behalf of Memento Mori members will not be tolerated and will result in due consequence as outlined in Section II.B.3 of the Charter. Accordingly, in the case of an offensive war, no nation will be forced to attack a stronger nation than themselves unless requested or specified by individual members. V.) Spying and Raiding As previously outlined, raiding in any way, shape, or form is prohibited. Unauthorized and unwarranted Spy Operations are also prohibited. Either action will result in an immediate increase in Warn level. Depending on the severity of the actions, further Warn increase is possible, as is expulsion from Memento Mori. However, everybody makes mistakes; appeals will still be allowed.

  14. Yes, all those that like the 3 million-50 tech dont understand. Economy is more than what is willing to be payed. If tech prices rise to 3 million-50 tech, nations will remain sellers longer, resulting in a lack or buyers, resulting in 3mil/100 tech prices again, your really just screwing the economy, but if thats the way you feel, thats fine.
