I've just rolled a new nation 3 days ago so I don't have a harbour yet but I can have one built at any time. I'm back collecting (going inactive) until you need me to join in, then I'll flood my infrastructure and boost my pop +1000 for an instant harbour and collect. I have financial backing from GOD to do this. I vote for maroon.
