Forseti Ty Eyvindsson sent a letter to the leaders of Disparu, Eggman Empire, and Cyneriice Northan, enclosing a map and the following message:

[Government leader],

You have been cordially invited to a week long conference in the Grøenlandian city of Holsteinsborg. We can get to know each other better and discuss important issues such as economics, foreign relations, and the possibility of creating a MDP treaty.

Please arrive at Holsteinsborg International Airport on October 5th. You have been cleared to land at the private terminal and a limousine will be there to drive you to the conference building. You may bring a small security contingent if you so desire, but I can assure you Holsteinsborg is quite beautiful and safe.

Dear Mr. Eyvindsson,

We of Cyneriice Northan will be joining your conference. Unfortunately, we have no formal airport structure as of yet, so we will be arriving in bush planes marked with our coat-of-arms. There will be three of these planes - one containing I and two of my advisers, and the other two carrying a security team of two soldiers each. We will radio you when we are about to land, due to the small nature of the aircraft that might be easily missed.

I am also bringing along a small gift for you - reindeer meat, specially cooked and seasoned, as well as our native "Labrador tea" and a pair of ravens. These ravens have been specially trained to carry messages back and forth.

Ty Eyvindsson waited outside of the private terminal of the airport, the cool breeze blowing past his fur parka. It was cold, but the sight of his own breath and the sight of the brilliant blue sky and fresh air gave him feelings of nostalgia and comforted him. He waited, knowing the leaders of the respective countries would arrive soon, receiving letters of confirmation from all of them.

To his right was Prime Minister Ísólfur Ármannsson and to his left was Minister of Foreign Affairs Steingrímur Vilhjálmsson. There was an entourage of about ten aides or so, and four Grøenlandian Federal Guards stood by, ready to sacrifice their lives for the high ranking officials should it be necessary. The media crowd was held back some ways, cameras and lights ready for the arrivals.

They waited, and Ty checked his watch, knowing they would be there soon.

Turbulence. Oh, how Cybil hated turbulence. The messenger ravens meant to be a gift to the Grøenlandians were croaking loudly, hopping around in their cage and flapping their wings wildly. Despite her best efforts, Lady Rosario's face had begun to turn green, and she was holding onto her seat with one hand, the other clenching her stomach tightly. It didn't help that THE Lord of Diplomatic Affairs, Lord Gerard Kangelrarpok, kept going on about how "he was used to things" and that Lady Rosario "needed to toughen up the gut". Cybil prayed they would land before she had to keep her Lady of Affairs from strangling Kangelrarpok.

But thankfully, the Grøenlandian southern coast came into view at last. A little more than half an hour later, the bush planes touched down on the runway, guided by what looked to be Grøenlandian soldiers. Air force members, perhaps, hence them being at the airport?

"Selena, take a breath," said Cybil as the trio unbuckled their seat belts, making sure to keep her voice low as the pilot radioed in a smooth landing to the Grøenlandians. "We need to keep our best faces up. Do you need a moment?"

"N-no..." replied Lady Rosario, letting out a long, shaking sigh. "I'm f-fine. I just need...need to get out of the plane."

"All right," said Cybil, biting her lip. However, her concerned expression didn't last long, for as soon as she grasped the handle of the ravens' cage, she was out the plane door, held open by one of her soldiers. She smiled at and thanked him, and proceeded forward, followed by Lady Rosario and Lord Kangelrarpok. Kangelrarpok held the reindeer meat and Labrador tea packets in his hands, all wrapped up snugly and kept near the plane's built-in heater so that the meat wouldn't become a block of ice during the flight. Thankfully, it was dried meat as well, so it wouldn't spoil from any fluctuations in temperature.

"SOLLLLLLLDIERS! TEEEEEEEEEEEENNNNNNN HUT!"

There was a loud clomp as the Northanic soldiers - who had been following alongside Cybil and co. - stopped. They stiffened and straightened, the highest-ranking one, a Lieutenant, bellowing, "SAAAAAALUTE!" before they saluted the Forseti and his party before them. With a warm smile, Cybil slowly walked toward as the ravens croaked again, extending a hand to the Forseti, and then offering it to the Prime Minister and the Minister of Foreign affairs.

"Good morning, gentlemen," said the young Queen. "I am Cybil de Blanc, Crown Ruler of Cyneriice Northan. These are two of my advisers - Lady of Affairs Selena Rosario and Lord of Diplomatic Affairs Gerard Kangelrarpok."

"It is an honour to meet you, sirs," said Lady Rosario, stepping up beside the queen and offering her own hand.

"And I am honoured to be in your presence as well," added Lord Kangelrarpok. He, too, offered a hand to shake.

Kintober had opted out of using jets to transport his appointed officials for the meeting. Instead, they enjoyed the luxurious accommodations of the cargo space of a Hammerhead attack helicopter for four hours as they left from a Recon base in southern Eggman Empire to travel to Holsteinsborg International Airport. Needless to say, both Phil Ryst and Blyzar Dreth had grown incredibly sour to the concept after the first hour.

In addition to their own Hammerhead, there were two others, both loaded with a squad of the Eggman Empire's elite troopers: The Happy Smilers. By the time they had arrived at the airport, both Ryst and Dreth had taken to standing, as they felt it more comfortable then sitting in the troop seats. They felt quiet relieved when the gunships reached their intended destination and landed to release their passengers.

They made it through security in short order, despite the fact the Smilers were armed to the teeth. Even Ryst and Dreth had a combat knife and a sidearm strapped to their bodies. Regardless, they left the airport and found their host. Dreth stepped forward to introduce themselves.

"Greetings! I am Blyzar Dreth and this is Phil Ryst. We're here to represent our government and country at these negotiations. Thank you for inviting us." The two men stepped forward and shook hands with Ty Eyvindsson, Prime Minister Ísólfur Ármannsson, Minister of Foreign Affairs Steingrímur Vilhjálmsson, and a few of the other officials. Blyzar then turned his attention to Cybil and her entourage. "And you must be the lovely Cybil de Blanc, Crown Ruler of Cyneriice Northan. So nice to meet the new neighbors." Dreth's tone of voice slightly held that of a overeager salesman. "Tell me, how is your country doing?" He also seemed to enjoy grinning, in contrast to Ryst's rather sour facial expression. The man clearly believed he had better things to do.

aeroDisparu Flight 001

Grøenlandian Airspace

Lance Pikachurin reclined back into his leather chair, taking a sip from his cup of tea as he waited for the plane to land. He and everyone who was coming with him was already dressed in their parkas, ready to disembark as soon as the plane landed. Beside him was his wife, Maylene Buizel-Pikachurin, also dressed in a parka and waiting for the plane to reach its destination. She wasn't supposed to go, but she insisted on going, claiming that it would be good for relations.

The flight departed from Darach International Airport at Jubilife, Disparu a couple of hours ago, headed towards the northern city of Snowpoint to restock and to join their military escorts, a trio of F-22's, before heading towards Holsteinsborg, Grøenlandia.

The plane itself was relatively new, purchased as soon as Lance rose up to the Disparuean Throne in order to replace the Government's old Learjet, and it's passengers didn't really feel any turbulence from the harsh Arctic winds outside.

The plane and it's escorts landed at Holsteinsborg International Airport thirty minutes later. Glancing outside, Lance could tell that the other parties had already arrived before them. They were late, as usual. Hopefully they didn't have to explain anything to the Forseti.

Lance and Maylene, accompanied by the Royal Disparuean Guard, quickly got out of the plane. Walking towards the Forseti and his other officials, Lance extended his gloved hand, and said, "Bonjour, honourable Forseti Eyvindsson. I'm Lance Pikachurin, King of Disparu, and this is my wife, Maylene. It's a pleasure to meet you."

OOC: Okay, because of a tech deal gone good, my country's kind of exploded in its growth. For the sake of the RP, however, let's just say this all happened before Cybil's country was rich.

Cybil chuckled in good nature at the overeager Dreth. It seemed Kangelrarpok would have a kindred spirit at the conference. "Yes, that is I, Lord Dreth. What a pleasure it is to meet you and Lord Ryst. Cyneriice Northan has been doing very well, thank you; I only hope the same is true for your country and your emperor. A pity I could not meet your leader - I hope, though, your Lordships, that we all can discuss something productive to take back home. May I present to you my Lord of Diplomatic Affairs and my Lady of Affairs, Lord Gerard Kangelrarpok and Lady Selena Rosario, respectively?"

"An honour to meet you all, gentlemen," said Kangelrarpok, who was grinning as widely as Dreth. He shook the hands of all the men firmly, obviously excited about starting the conference.

Selena, on the other hand, quietly but firmly stated, "A true honour it is, my good sirs," and shook their hands lightly, but kept her grip firm to show she meant business, although not as firmly as Kangelrarpok did. She also head as footsteps approached, just in time to see the Disparu leadership approach the group of fellow northern leaders. Cybil noticed this, and followed en suite.

"Ah, you must be Lord Pikachurin and Lady Pikachurin. An honour to meet you both, at last!" said Cybil joyously, extending her hand once more for a handshake. Since the creation of her nation, the Disparuean government had often been a source of suggestion, giving their word on the Northanic news-making situations of the day. The first real political leaders she had experience with, Cybil hoped that she could further relations with Disparu, especially now that more and more people were interested in getting a piece of Cybil's part of the Northwest Passage. Her Majesty's meeting with the Venezuelan representative was still fresh on the Queen's mind.

Ty gently took Cybil's outstretched hand and gave it a polite kiss before standing upright and greeting the other delegates from Cyneriice Northan. When the two parties had been formally introduced to each other, Ísólfur motioned to Lord Kangelrarpok. "My, I hope that meat tastes as good as it looks. We are very gracious for the gifts and glad to finally meet with our new neighbors," he stated while waving a finger, and immediately a few aides came over, offering to hold onto the presents.

A few minutes of small talk passed, and the whirring of helicopters could be heard, and Ty soon found himself shaking hands with Phil Ryst and Blyzar Dreth while introducing himself and his ministers. Ísólfur Ármannsson and Steingrímur Vilhjálmsson hesitated slightly, but regained their composure and imitated the confidence radiated from their president. "So how are our Greenland brethren doing these days?" Steingrímur asked Mr. Dreth, "I've seen the news about the missile launch and I sympathize for your government with the fiasco that must have created. Drakorian ships... so unlucky it would seem." Ty chuckled in agreement but continued, "Still, we were impressed by the missile launch and are glad to see our neighbors back to business as normal."

About 10 minutes later, the Disparuean plane finally touched down, just as the winds started picking up, light snow beginning to materialize at once. Ty returned Lance's hand. "Greetings Mr. Pikachurin," before giving a curt nod to his wife, mumbling "milady." Steingrímur and Ísólfur introduced themselves as well, and soon the whole congregation had greeted each other.

"Well," Ty started, raising his voice so all could hear, "I'm glad everyone could arrive safely and punctually. I'd like to continue our discussions, but the weather outside seems to have taken a turn for the worse." Almost on cue, it started to snow harder, now creating noticeable patches of white on the ground. "I suggest we head to the conference room and continue there."

Four limousines drove up and stopped right in front of the delegations. Chauffeurs with the insignia of the FRG ministry of foreign affairs got out and opened the doors for the guests. In front were a few police cars, and behind were some jeeps that the FRG guards got onto, waiting to begin moving through the city.

My Chancellor, Cynthia, had been...busy with the current situation in Parliament, while my Minister of Foreign Affairs, Wallace, delayed the idea when he received this invitation from Grøenlandia. Nevertheless, I hope that we'll be able to establish further relations between Disparu and Cyneriice Northan."

Lance shivered, noticing that the weather was getting worse.

"Well," Ty started, raising his voice so all could hear, "I'm glad everyone could arrive safely and punctually. I'd like to continue our discussions, but the weather outside seems to have taken a turn for the worse." Almost on cue, it started to snow harder, now creating noticeable patches of white on the ground. "I suggest we head to the conference room and continue there."

Before getting in, though, Lance turned around and motioned towards the Royal Disparuean Guards, who were still standing still but were obviously freezing. "Sir, would you mind if they came along? Just for protection, nothing else."

Dreth and Ryst climbed into their own limo, participating in a "see-you-when-we-get-there" conversation with the rest of the group, before they closed the doors. Once inside, Ryst made sure their driver wasn't listening and proceeded to activate an electronic scrambler to negate any listening devices that might've been placed in the limo.

"What do you think?" Ryst asked simply.

"I don't know. They all seem rather pleasant. The Cybil woman and her group especially. However, that can be chalked up to naivety if it makes you feel at ease. Of course, I wouldn't know what could put your paranoid mind at ease. As for the rest of them, they're fairly seasoned diplomats. I'm sure whatever is proposed over the course of this meeting will be acceptable."

"If there's fine print, I refuse to sign." Ryst growled.

"You don't even know what this Ty Eyvindsson has proposed." Dreth countered

"I know they know about the missile fiasco." Ryst stated.

"Everyone knows about that! You can't exactly hide a nuke obliterating some rust-bucket that was hauling a dignitary." Dreth said exasperated.

"I don't trust them. Especially that Lord Gerard Kangelrapakock-or-whatever his name is." Ryst stated sourly.

"Funny, I'd thought you and him would seem kindred spirits." Dreth said.

"I trust no one except the Emperor. Since you can't seem to look past your rose-tinted glasses, this conversation is over." Ryst replied, a hint of menace in his voice. Dreth rolled his eyes and muttered something about "...paranoid lunatic..." as they made the rest of the trip in silence.

In the limousine that held Cybil and co., the situation was being discussed by them as well.

"We must tread lightly, m'lady," said Kangelrarpok, keeping his voice low. "These nations are ten times more powerful than Cyneriice Northan. There are many who lust for the Northwest Passage; we must make sure not to make ourselves look weak. The Arctic may be peaceful now, but the wrong words could launch a full-blown war."

"I understand," whispered Cybil. "I thought something seemed odd about that Dreth fellow. He and you seem to be alike, Kangelrarpok, but the moment he turned away, something seemed...different...about him. He seemed to be paying more attention to that Ryst fellow, and not in a good way. By good Odin, I hate to think what might happen if we get on his bad side!"

"Fear not," said Selena, keeping her voice low as well. "Should they try and pull a fast one, I will be here to defend you if anyone points anything. And, Kangelrarpok knows how to talk to these people. And, if your gods are kind, my Queen, they will watch our backs as we do this."

"I am on good terms with Odin, yes," said Cybil. "If I wasn't, we would not be as fortunate as we are now."

The mood in the Disparueans' limo, compared to the others' limos, was quite relaxed. Lance laid back into the warm leather seat and wrapped his arms around Maylene. The officials from the Disparuean MoFA occasionally talked to each other or told something to the King, but the topics being discussed weren't really about war and other negative stuff.

The limousines moved throughout the city, which was quickly darkening from the snowstorm. It was a 15 minute drive from the airport to the government complex, but the journey brought them through the center of the city. Holsteinsborg was the center of the financial sector of the nation, and thus was considered one of the most impressive looking cities. Skyscrapers were abundant and businessmen frantically scurried around the blocks, desperately trying to get home before the snowstorm fully set in.

After being cleared through a gate, the limousines slowed to a stop in front of a building that had FEDERAL REPUBLIC OF GRØENLANDIA GOVERNMENT written across in gigantic letters. The chauffeurs opened the doors and aides guided all the men and women into a fully stocked conference room. A large table had enough room for all the high ranking officials and Ty took his seat at the head of the table, flanked by both Ísólfur and Steingrímur.

Ty began speaking, "Once again, I thank you all for coming here today. We are now slightly more acquainted with each other and I am glad to see such able and gifted officials leading our neighboring countries. As we are located close geographically, I think it makes sense for us to forge better relationships, in fact I think a MDP bloc treaty, purely defensive, would be beneficial for all of us. What are your thoughts on this?”

Both Ryst and Dreth nodded in agreement. Then Ryst cleared his throat and stood up. "If we are to engage in a MDP, I believe part of the focus should be one strenghtening our weakest link." He looked at Cybil and her companions. "If Cyneriice Northan is overran, then the Northwest Passage will be in the hands of our enemies and used against us. I propose equipping and training the Northan military with more modern weapons and technology."

Cybil looked at her advisers, who nodded in agreement with Ryst. The Queen nodded at them, and then looked at Ryst, saying, "I do not doubt the weakness of our nation, since we are still developing. However, ladies and gentlemen, before we start arranging plans for the military, I'd like to mention something.

"A week earlier, I met with a representative of Venezuela. They have agreed to work with my council and I, and I have leased a plot of land to them to use as an air base, while also allowing it to be used as an airport for my people. Furthermore, they have agreed to help with the construction of a harbour, to help trade flow and so that modern ships may have a place in Northanic waters to go. To seal the deal, they wish to set up mobile oil rigs, for despite the abuse the old governments placed upon the Northwest Passage, there is still black gold hidden in my territory. Would you ladies and gentlemen mind if they were to harvest the oil?"

However, ladies and gentlemen, before we start arranging plans for the military, I'd like to mention something.

"A week earlier, I met with a representative of Venezuela. They have agreed to work with my council and I, and I have leased a plot of land to them to use as an air base, while also allowing it to be used as an airport for my people. Furthermore, they have agreed to help with the construction of a harbour, to help trade flow and so that modern ships may have a place in Northanic waters to go. To seal the deal, they wish to set up mobile oil rigs, for despite the abuse the old governments placed upon the Northwest Passage, there is still black gold hidden in my territory. Lance looked confused as he scanned a copy of the world map that was in front of him. "Venezuela? Where is this Venezuela?

Well, I would personally be okay with them harvesting oil from you considering that they've helped you a lot, but really, I think it would be better if that oil went to possible allies like us. In return, we can help Northan's infrastructural and technological systems, as well as the military."

Lance spun his chair around and faced Ty.

"As for the idea of an Arctic treaty...well...I guess that would be a good idea."

Lance looked confused as he scanned a copy of the world map that was in front of him. "Venezuela? Where is this Venezuela?

OOC: A mistake in the last map update, my claim wasn't noted by the mapmakers. My holdings include about 85% of RL Venezuela and my claims can be found in my DoE. Sorry for the confusion.

That the mention of a foreign airbase in a neighboring territory, Ryst's face grew sour. It was clear he was not pleased but he held his tongue. Dreth, however, decided to speak for him. "While we are pleased at Cyneriice Northan's new allies, we can't help but feel a little nervous. Chalk it up to paranoia or distrust if it makes you feel better. Regardless, we still offer to send troops, military hardware, and/or financial support to get Cyneriice Northan up to fighting fitness. Our government would like to know which options you want. On a related note, while we wouldn't mind if other countries harvested oil, I can assure you that the Eggman government is also interested in these supposed oil deposits inside your jurisdiction. Is there any sort of proposition we can work out in regards to the oil?"

"While we are pleased at Cyneriice Northan's new allies, we can't help but feel a little nervous. Chalk it up to paranoia or distrust if it makes you feel better. Regardless, we still offer to send troops, military hardware, and/or financial support to get Cyneriice Northan up to fighting fitness. Our government would like to know which options you want. On a related note, while we wouldn't mind if other countries harvested oil, I can assure you that the Eggman government is also interested in these supposed oil deposits inside your jurisdiction. Is there any sort of proposition we can work out in regards to the oil?"

"We agree with the Eggman Empire, we would be more than interested in the oil deposits as well.

So we've agreed to modernize Cyneriice Northan and look into the oil situation. Our defence contractors and oil companies would be more than happy to assist us in this situation, I'd presume.

Anyways getting back to the idea of the MDP, I'd have some information I'd like to share."

Each of the representatives is given a folder labeled TOP SECRET.

"The following is highly classified, of course. Military engineers, physicists, and technicians have been working extremely diligently and after years of researching and planning, we are ready to begin development and construction of the Grøenlandian Missile Defense Shield Network (GrMDSNET) [Pronounced Grimmed-snet]. As seen in Diagram 1, various missile pads will be placed throughout our country. With the use of satellites and laserlike technology, we are predicted to have a over 60% chance of destroying any incoming ICBM. Just as importantly, the GrMDSNET will shield almost all of your countries as seen in Diagram 2 if a ICBM is launched from Europe or Asia.

This is a great achievement and will surely benefit all our nations."

"As long as you can provide methods as green as possible for oil harvesting," said Cybil, "then I have no qualms whatsoever with you drilling for oil in my waters. All I ask is that you are mindful of the environment, and that some small fishing villages still send boats into my waters. We also make a living off recycling aluminum, by fishing cans and other trash out of the sea and sending it to plants inland.

"In regards to the air base, fear not - I have made full arrangements with my military to take defensive action if it plans on wreaking havoc. However, I and Venezuela are on very good terms, so I doubt this will happen."

When the missile defense plan was presented, Cybil smiled warmly. It was a beautiful thing, in the presence of a country willing to defend all with a missile system it developed. The government that shared the largest island in the world with the Eggmen was truly blessed with its advances.

"I wouldn't mind an MDP at all," said Cybil, "as long as I can be assured that, if the reasons for a war to start are corrupt, such as genocide or a war launched by a coup, that we others can refuse participation."
