The buildings on top are the dwellings of the wealthy, and atop them are anti-aircraft turrets. The entire city is powered by a nuclear generator, buried deep under the city. There is a constant staff monitoring it. Also embedded inside the mountain are hundreds of dwellings for the former citizens of the now abandoned underwater city of Vaer Atanis.
