Gen. Mahesh Varma, Commander of Royal Cochin Defense Forces traveled to Vladivostok from Lhasa where he was overseeing some aspects of Re-integration of Tibet. He would land at the AFB Vladivostok and then wait to be escorted to the meeting place.

The General commanding all of Cochin's defense forces was escorted to the meeting place and on being presented to the God Empress, saluted her and said," Greetings, Your Majesty. I bring you regards from His Highness Rama Varma, the King of Cochin."

"It's good to see even after the fall of the Dragon Empire, that our people are on such good terms."

The meeting was at the provisional senate house, the one that the AUP Congress had first met at.

"Your Majesty, the Kingdom is of the opinion that basing our troops in Vladivostok would not be a good option for us. With hostile forces arrayed in a blockade position and being situated in an easily closed sea with insecure access to Pacific Ocean we would have to reconsider Vladivostok as a viable military base for Cochin. Earlier during the time of Hanseatic Commonwealth, this was not an issue as Japan was friendly territory, however that is not the case now.

So we are informing you that Cochin can no longer base in Vladivostok."

Gen. Mahesh Varma opened his PDA with a puzzled expression and sought imagery of Makanrushi from the SRA database. He studied the location, the terrain for about 15 minutes and replied, "Your Majesty, Makanrushi seems ideal for a military base. Easy access to Pacific, easy to defend and no civilian population to worry about. But as far as we know it is a rather undeveloped island. We would have to build the infrastructure from scratch. Cochin has the expertise in that sort of thing, our Baloch Province alone provides numerous examples of military infrastructure being built on rather unsuitable terrain. Your Majesty, may I take a break to consult with our King?"

Gen. Mahesh Varma talked to the King for about 15 minutes and finally gave the Kingdom's reply, "Your Majesty, the Kingdom offers that we develop a military base in Makanrushi on the Vladivostok model, a combined Army/Navy/ Air Force base with strategic defense capabilities. We shall develop the base for a development fee from SST. It could be operated as a Joint Cochin/SST military base."

Haruhi was pleased, a military base with a renewed ally.

"Well, this is quite pleasing. The development fee can be easily paid for, provided you also acquire money to pay for some of the costs. If this is to be a joint project, I believe the cost should also be joint. I believe this is understandable. As for the base, we should also treaty ourselves and affirm our friendship. Anything above a ODP would achieve this."

"The Kingdom would have no reticence for contributing to the cost, however that would mean that we would have a stake in its ownership, and we figured that may not be agreeable to SST. If SST agrees to a proportionate ownership for Cochin in the base we are willing to invest substantially in the project."

"As regards the treaty, perhaps SST would be interested in a Mutual Defense Pact with the Kingdom?"

"As for the island itself, it shall obviously be considered our territory still. However, yes, the joint-ownership, and construction costs of the actual base are agreeable. As for the mutual defense pact, we've known your nation long enough and have built a substantial enough relationship. To that end, i can confidently agree and sign such a treaty. Draft the document, and I shall sign."

Haruhi awaited the response from Cochin's representatives.

TREATY OF VLADIVOSTOK

Kingdom of Cochin - Shinsei Shikkoku Teikoku Agreement

1. The signatories agree to abide by a Mutual Defense Agreement by which one nation is obliged to come to the defense of the other when it is under external aggression. This would not apply to an aggressive war which either signatory starts.

2. The signatories agree to develop the island of Makanrushi into a military base for Army, Navy and Air Force operations. The Base shall be developed by the Kingdom of Cochin and both signatories agree to invest in the venture in a 50-50 fashion.

3. While the base shall be under joint ownership of the two signatories, the island itself shall remain sovereign territory of Shinsei Shikkoku Teikoku.

4. The signatories agree to share intelligence information pertaining to the region, especially intelligence regarding events which may threaten the sovereignty, security and prosperity of the signatories.

5. The signatories agree to implement Free Trade Agreement with regards to trade between their nations with no tariff being levied on goods.

6. The treaty is subject to cancellation after a due notice period of 48 hours.
