Shave N Haircut
The Third French Empire hereby invites a representative of Britain to meet in Madrid in order to come to an agreement on how Spain should be administered until such time as a home-grown government can be established. The Empress herself will be in attendance and Britain is invited to bring whatever measures they feel necessary to ensure that the meeting goes without incident. Centurius
Despite not being too keen on going for a diplomatic route where it concerned Spain the decision was made that at least one attempt for a peaceful resolution was required. In line with this upon returning from Tianxia King William would first move to Lisbon from where he would be further taken to Madrid. The Royal Army had made sure to garrison several hundred soldiers in the Madrid area while the Royal Air Force and Royal Navy made sure that there would be no unexpected guests. On the day for the summit the King would enter the Royal Palace in Madrid where it was to be held.
Shave N Haircut
Jeanne arrived with a small Infantry Battalion, which would stay several miles outside the city limits as her and her small convoy entered the city. She stepped into the Palace approximately fifteen minutes before the meeting would start, arriving in the conference room ten minutes prior, as she was used to doing. Seeing that the British King had already arrived, she gave him a slight nod of her head, "Your Majesty, I'm glad you were willing to meet me here today to discuss how we're going to resolve things when it comes to the good people of Spain. I trust your trip was no more difficult than would be expected?" she asks cordially, taking a seat and crossing her legs.
Centurius
William nodded at the French Empress. "Thank you for your concern, your Majesty. Having the advantage of traveling via Lisbon however there was no trouble indeed. I trust your trip here went well too?"
Shave N Haircut
"It was a scenic drive." She comments with a slight smile, "No complaints really." She leans back, her smile remaining, "Now, your Majesty, we both know the topic of the meeting, we're both aware of the circumstances of our assets in the region and how they are, or rather fortunately, are not interacting. What remains is to see to it that this ends with both of us happy, or, failing that, both of us equally unhappy but with the situation resolved regardless. I will preface my proposal with the fact that France has no territorial ambitions in Spain, we wish to see them determine their own fate, but in the meantime there still has to be something to police them and ensure that life is proceeding as usual." "We acknowledge, as well, that Portugal, and by extension Britain, has an equal right to have a say in what happens in Spain." "If there's anything you would like to say before we get to the meat of the discussion, this is the best time to do it." she finishes. Centurius
William nodded as the French Empress outlined the background of the French position regarding the matter. As soon as she concluded it would be his turn. "Thank you, the UK too has no further territorial ambitions on the European mainland beyond what we own right now. The most important thing for us is that a balance of power in Europe remains as before so that no single state may be able to overtake the rest. Beyond that I am happy to listen to any proposal you may have and do of course have some of my own"
Shave N Haircut
"What we wish, first and foremost, is joint custody, whether it's in the fashion of Korea and Vietnam back during the Cold War, or a more Homogenous form, though that could cause some issues that are easily foreseeable. Regardless, cooperation is key." Jeanne said.
Centurius
"I can understand the French position on this and while I do not oppose French involvement in the protectorate I do not believe a full joint protectorate is proper considering the circumstances of relations between the previous governments there with the French Empire. That being said, what we would like to propose is first an agreement to demilitarize the region traditionally known as Spain entirely and maintain civilian police forces rather than military ones to protect law and order. Such police forces could of course come from both the United Kingdom and France. On the governance of the protectorate while it develops into a full state we suggest a kind of committee which holds nine members that jointly rule the protectorate. Five of these would come from the United Kingdom and four from France" William responded.
Shave N Haircut
The Empress leaned back a little and gave William a bit of a surprised look, not having expected such a response but not being at all opposed to such a thing, "Well, I can't see why that can't be." she said, "It actually seems like a much better idea I suppose."
