After purchasing 1 level of infrastructure, bringing my total to 14,001, I was able to. So, somewhere in the code you probably have >14,000 instead of ==14,000 or >13,999.99. The infra number you see has to be exactly 14000.00, so if it's 13999.9999999999etc it rounds up but you can't buy SDC.
