A single ship set sail, carrying 250 soldiers and a group of eager bureaucrats, for the Isla Grande de Tierra del Fuego. They would arrive in the port city of Rio Grande, which in of itself held more people than all of the Falklands. But these bureaucrats offered two things to the mayor of the city; profits from Falkland oil, and fair representation in the D.U.R.F. government. This was not an act of colonization, but of expansion.

 

Oddly enough, it seemed that the people in the region had seen the risings of nearby nations as a sign of their time, and happily signed a treaty with POLAS, signing themselves on a member state of the greater Democratic-Ubersteinian Commonwealth (D.U.C.).

 

And so, the "Argentinian" half of Isla Grande de Tierra del Fuego would be claimed in the name of the Democratic-Ubersteinian Republic of the Falklands. Chile would be sent a message explaining the movement, and that if they wished to negotiate borders or shared exploitation of petroleum on the island, they may call President Hancock at any time.

 

Recruitment of the necessary government workers, as well as implementation of the appropriate government systems, would take place as soon as the treaty was signed.

Recruitment went well, with many signing up to try for their chance to serve in the F.L.S.G. Many also started to immigrate to the Falkland Islands themselves, enticed by the advertisements of plentiful jobs, and job security as construction was going to happen for quite some time. POLAS was also scrambling to re-organize with the new influx of Argentinian members, as the new territory had been promised proportional representation.

 

The implementation of the Citizen-Civilian system hit a few walls, as determining who had what exact education was taking longer than expected. Another 50 soldiers were sent over to try and help the local police control the crowds waiting in line outside the various government buildings.

The city of Comodoro Rivadavia, just north of the Lyran Commonwealth's northernmost boarder, was the next to join the cause. A thousand militia from the newest territories of the D.U.R.F., guided by F.L.S.G.'s surplus of officers, entered the city peacefully. Within a few hours of their arrival, Pro-Ubersteinian civilians assembled a massive march on the major's house, and he quickly signed over control of the city. POLAS, Trade Union, and Academic Council elections and assignments would begin almost immediately.

 

The city was, thus, technically a new member of the Democratic-Ubersteinian Republic of the Falklands, though the actual hold on the city was tenuous at the moment. Within POLAS itself, President Hancock's hands were tied, as the election had begun, and his powers were now extremely limited as a transitional leader.

You will place your entire division on immediate standby. Your division will move its heavy equipment to the docks of Santiago for loading. You will commence immediate preparatory drills for an over the beach landing utilizing the newly developed Sandstormer Armored Attack Transports. The First Marine Division, now renamed Marcorp will, be working in concert with the 999st Penal Brigade and certain ancillary units. Be forewarned of the possibility of assuming peacekeeper duties  within the region formerly known as Argentina or be prepared for an actively hostile environment. The rules of engagement will be provided once the situation has been clarified.

The abilities of a hungry crowd of politicians were truly impressive, no matter how thick the bureaucracy. Like piranhas on a cow, expedited elections quickly brought Hancock out of power, and allowed a new president to start making his moves. Dr. Cook was left in charge of the military, but was given several crash-courses by retired Argentinian military officers, small war games happening daily. The near future would be the true test of the geologist's mettle.

El Presidente Juagari, I must first apologize for not contacting you sooner, perhaps when it was obvious I was going to win the Political Assembly's favor. President Hancock, great founder of the nation, has been removed from power due to a demographic shift, or to put it simply, the Political Assembly no longer felt he was the representative of their collective will.

 

My abrasive formality aside, I must say that the friendship between Chile and my country shall only grow stronger under my presidency, and that I will happily shake your hand in Buenos Aires when we have completed our grand mission together. What I need of Chile now, is equipment. I have nearly 50 thousand proud, young Argentinians clamoring for their chance to unite their nation, but I have no food, no guns, and little equipment. The Falklands has provided me with plentiful skilled civilian pilots, who as we speak are training for military action, but they have no planes, no bombs.

 

So, I must ask for your help in either providing surplus materials, or helping me retool factories to allow my cities to produce what I need myself. Whichever you choose, my country shall be in your debt.

"We certainly have weapons a plenty we can send. Might also be a good idea to send the 5th Special Forces Group and the Federales in a training capacity," Presidente Juagari said to National Security Administrator Del Fina.

This equipment would be received with much fanfare at the military camps it eventually arrived at. Quarter Masters grinned like idiots as they handed off rifles to soldiers. The trainers were also readily welcomed, and forces began become more concrete.

 

6 divisions of 9000, each with 3 brigades of 3000 men each.

It quickly became apparent to the men of the 5th Special Forces Group that there was going to be a long term need for recently trained technicians and noncommissioned officers to flesh out the backbone of the force. Only being to happy to assist in such a matter, the Chilean Military quickly polled its members and dredged up two thousand officers, technicians, and noncommissioned officers from all branches and arms of the military who were willing to relocate to Comodoro Rivadavia. They are allowed to resign their positions from the Chilean Military and given generous cash settlements to assist them in their move. The men are placed on planes and begin arriving and flocking to the recruiting offices in short order as they arrive along side the first wave of the Chilean Logistical Corp troops and Chilean Corp of Engineers who likewise sent representatives to do a careful survey of the area and forces to determine what other materials and work are required.

In a combination training exercise and formal extension of the nation, the Provinces of Chubut, Rio Negro, and Neuquen were taken by a force of 3 divisions, one per province. The major cities would greet these forces with cheering crowds.

 

The permenant forces sent by Chile would be used to establish a military base and educational center right outside of Comodoro Rivadavia, the Rivadavia Military University. All officers would have to go through this school to command a force larger than a squad.

A generous consignment of manuals, teaching aids, and other materials vital for the proper functioning of a training center are shipped to the new DURA facility along with ten three men forward air combat control teams capable of calling in air strikes over secured Chilean Army Satlink Radios. The engineers and loggies make numerous reccomendations and a second wave of materials for the DURA troops is put into motion that will contain combat engineering vehicles, short, medium, and long range air defense weapons, and hundreds of ubiquitous Chilean Army Surplus Heavy Duty Transport vehicles that are designed to keep the materials flowing and all have been carefully overhauled and ensured to be in good working order. A message is sent to Otero, in a classified channel, to inform him of the pending arrival of the second shipment of materials.

With the continued supply line from Chile, the remaining 3 divisions of the A.L.S.G. quickly moved northwards, spreading themselves thin across the entirety of Argentina's remaining territory. The division in Chubut sent two brigades down to secure the province of Santa Cruz in its entirety. Areas which used to belong to the Lyran Commonwealth were flooded with anti-German propaganda, and promises of self-representation for the indigenous Mapuche people.

The collapse of the Lyran Commonwealth illustrated the need toe flexible with short term crisis planning, yet think in the larger picture for long term contingency planning. To ensure that the units of Argentina are capable of fielding Chile's equipment, a Technological Implementation Team is created. This six hundred man unit consists of all the trainers and specialists needed to ensure that Argentina has an ongoing source of training support located locally. The TiT would be led by one Marine Colonel Mendez and will be located at Comodoro Rividara until otherwise notified by the Chilean or Argentinian government. A temporary hold is put on equipment being dispatched to Argentina until the logistical foundation and training support is fully in place. 

 

This requires the abrupt halting of deliveries already on the high seas and substituting spare parts, fuel, and other expendable items needed to keep heavier vehicles in the field. With the urgency around the Lyran Commonwealth reduced, training vehicles are sent as part of the first consignment. It is with these vehicles the Argentinians will gain the skills necessary under the supervision of the watchful TiTmen and their .colleagues. Once a suitable pool of manpower has been trained, supplies laid in, and dedicated bases constructed the first wave of heavy combat vehicles and planes would begin arriving.

With impending war no longer an issue, President Otero released a new plan; training of officers, specialists, and soldiers would continue until the Rivadavia Military University could support itself with native educators. But, Otero also stated that the school was open for Chileans to attend or teach at for the foreseeable future.

 

The flow of equipment would cease, and the nation would start longer term plans, to slowly phase out the Chilean equipment for the equipment produced at home. However, not being one to waste, the currently existing equipment was to be used for as long as needed, as to allow the native industries time to retool and gear up for production. Heavier combat vehicles were no longer requested, though the training vehicles were certainly still needed.

Dr. Cook, head of the A.L.S.G., set up a video-conference with the appropriate parties in Chile over a secured line. During this conference, he outlined the logistical issues of Chile continuing to supply all of Argentina's aircraft and weaponry, when Argentina is perfectly capable of doing such itself. It would be an unneeded strain on the Chilean economy, and would hurt native industries as well. What was needed, however, was a suitable naval deterrent; while absurd to expect Chile to provide a navy, it was perfectly within reason for its technicians to help Argentina maintain a complex land-based naval detection and destruction system.

The call is in turn directed to Colonel Mendez of the Technology Implementation Team who in turn orders one of his Weapons Developers and Naval Officers who are proud members of the TiT to join the conference. Once Mendez and his men have gathered in the TiT conference room, Colonel Mendez informs Dr. Cook that the Chilean Technological Implementation Team stands ready to assist his office with their request.

Presidente Juagari promptly faxed back a picture of Ms. November to the offending clerk with a short note that reads, "Are you sure you meant to send this to me?" Both he and Montessori, his Chief of Staff, wait anxiously for the results of the Presidente's small prank.

"Of course, I have a copy of it on my desk. One moment," De Juagari said as he moved around his papers until he found the document that was faxed earlier. "I seem to have a facsimile here, but I've taken the liberty of having a proper document printed at a local printer. I will sign it and have a courier bring it directly to you via military transport." What he neglects to mention is that military transport is one of Chile's new Con Carne Generation 5+ Fighter bombers. While he has Otero on the line he decides to broach another topic that he would like to discuss.

 

"Since I have you on the line, how would you feel about conducting joint naval exercises. My CNO assures me your aircraft can land on our carriers. I'm thinking of having part of my fleet deploy in the Atlantic. I'd be more than happy to give your pilots and aircrew a chance to drill on one of our new Light Carriers."

"Wonderful. Another step towards South American sovereignty. As for joint naval exercises, I'm afraid Argentina lacks a navy. However, with the signing of the MDP, I will happily grant Chile full rights travel through Argentinian waters. I'm sure the Air Guard would love joint exercises however."

 

When the document eventually arrived in Argentina, Otero would sign it immediately.

Once permission was gained to commence Operation Donkey Punch, the CNS Captain Longmember and it's two destroyer escorts begin cruising towards Argentina from Cayo Frayoso in Cuba where they were recently depositing equipment and manpower for the establishment of a Chilean commerce center. In the South Atlantic the First Fleet holds its position for the time being to allow the CNS Captain Longmember time to move into position before detaching a portion of its strength to join in with the joint Chilean/Argentinian Exercises. 

 

A single Con Carne Fighter is dispatched directly to Argentina with it's afterburner on full carrying the signed treaty, notice of the planes approximate time of arrival is sent ahead.

When the time came, the A.A.G. would happily participate in the joint exercises, desperately needing the experience. At the same time, the joint A.L.S.G.-A.A.G. command would grant Chile complete access to the naval early detection network for as long as the MDP was valid, though only Argentinian commanders could actually fire the guns, missiles, and torpedoes of the system if it ever came to that.

The Chilean First Fleet would be joined by the CNS Captain Longmember and its two escorts as they steam into Argentina's EEZ off the coast of the Falkland Islands. They would wait to be recognized before sending a delegation to meet with the appropriate military officers to commence the joint naval/land exercises.
