[center][size=6]Preamble:[/size]

The mission of the United Nation's of Power is to install a World of Power and Justice. We shall Conquer the Cybernations World and become the strongest Alliance ever created.

[size=6]Article I - Ideals[/size][/center]

We believe in First Response Nuclear Tactics, Eternal ZI, and Permenant ZI. We take no defeat and if it is War we are faced upon, then it is War we shall respond. We believe in the freedom of speech for all members and the duty of assisting our fellow citizens through any and all means possible. We, the members of the United Nations, are committed to the upholding of these ideals.

[center][size=6]Article II - Citizenship[/size][/center]

All nations are free to apply to The United Nations, but must uphold the ideals to be accepted. To become a citizen of the United Nations, the applicant must change his or her or her Alliance Affiliation (AA) to “The United Nations of Power”. The applicant must not be a member of any other alliance, nor have any outstanding debts (financial, tech or otherwise) or ongoing offensive conflicts with other alliances. The United Nations Judge Panel reserves the right to deny entry to nations that have committed acts of nuclear terrorism (defined as being a "nuke rogue"). Applicants may be required to submit to a written examination for the purposes of assessing their understanding of the United Nation's constitution and laws as the discretion of the United Nations Judge Panel.

[i][b]Section 1: Rights of the Citizen[/i][/b]
All citizens will be afforded the protection of the UN as long as they uphold the UN's Ideals. All citizens shall be afforded the right to leave the United Nations without fear of reprisal once they have settled any outstanding financial or tech debts with the UN. It is left to the discretion of the Prime Minister Office as to whether or not said nation has debts to settle. All citizens shall be afforded the right of free speech both in public and in private and the ability to question the leaders of the Initiative about information.

[i][b]Section 2: Obligations of the Citizen[/i][/b]
All citizens are expected to fight in defense of the United Nations should it be attacked. It is expected that citizens of the UN will follow the directives of the Prime Minister Office and the Ministers and, in the event that they disagree, handle their dispute in a respectable and responsible manner. Citizens are highly encouraged to participate in the inner workings of the alliance including general elections and the discussion of new legislation and amendments as well as new ideas for the United Nations.

[i][b]Section 3: Removal of the Citizen[/b][/i]
In the event that a citizen violates the ideals of the United Nations, commits acts of espionage against the UN or continually defies the directives of the Prime Minister Office or the Ministers that citizen will be expelled from the UN and denied the protections this document provides. Should the former citizen continue to attempt to shelter under the Initiative’s AA they shall be declared a Ghost and shall be treated as a hostile target.


[center][size=6]Article III - The Prime Minister Office[/size][/center]

The Prime Minister is the single leader and the Ruler of The United Nations of Power. It is his or her responsibility to conduct the day to day affairs of the Alliance including overseeing defense, recruitment, aid programs and the operation of the government. The Prime Minister shall serve until they wish to step down from the post or are removed from the post in the process stated below.

[b][i]Section 1: Powers of the Prime Minister[/i][/b]
The Prime Minister is granted the authority to appoint members to lead the Ministries of Foreign Affairs, Defense, Internal Affairs, Economics, and Recruitment. The Prime Minister has the power to delegate responsibilities to the appropriate Ministries and to dismiss a Minister if they are not performing in a satisfactory manner. It is solely within the Prime Ministers' purview to determine if a Minister has failed to perform up to the expected standards. The Prime Minister is empowered to override the decision of a Minister at any time and, should the need exist in their opinion, assume partial or full responsibility of that Ministry. The Prime Minister has the authority to veto proposed amendments to the Constitution.

The Prime Minister Office, with the assent of the Office of the Minister of Defense and the Office of the Minister of Foreign Affairs, may issue a declaration of war against a foreign power and/or extend that foreign power terms of peace. The specifics of any terms or conditions in these declarations are left to the sole authority of the Prime Minister Office.

[b][i]Section 2: Resignation or Removal[/i][/b]
The Prime Minister may resign from his or her position at any time for any reason they see fit. At the time of resignation, the Apprentice will take the position of Prime Minister. This will be done after a one month minimum training period of the Apprentice, or immediately in the event of an emergency. If the Prime Minister resigns, and the Apprentice position is empty, then an election will be held for seventy-two (72) hours or until sixty percent (60%) of the alliance membership has voted, whichever is sooner. The candidate with the most votes once the Election is closed will be appointed to the position of Prime Minister.

If it is felt that there is a pressing need, the Prime Minister may be removed in the case of inactivity, or acting negatively in the interests of the United Nations. To do so, the Ministers must come to a unanimous vote to remove the Prime Minister. At this point, the decision will be turned over to the membership of the initiative, and a 96 hour voting period must be held. The vote will be open until 75% vote in favor to remove is reached, or the 96 hour period is over, whichever is later. A 75% majority is necessary to end the removal process. If a 75% majority is reached, the Apprentice will take the position of Prime Minister as soon as the vote is completed. If there is no Apprentice, then a membership vote will be held, as outlined above.

[center][size=6]Article IV - The Apprentice[/size][/center]

The Apprentice is the Heir to the Prime Minister Office, and a training position for the future Prime Minster. The current Prime Minister will appoint an Apprentice when they have made the decision to pass on the title, and step down. The Apprentice will retain his or her position for at least a month before he or she is able to take the position of Prime Minster. During this month long period, the Prime Minister will provide training to the Apprentice, such as introducing him or her to allies, getting him or her acquainted with all sections of the forums, and familiarizing him or her with the responsibilities of the leadership role. The Apprentice may resign his post at any time.

[center][size=6]Article V - The Ministers[/size][/center]

Ministers are appointed and dismissed solely by the Prime Minister Office unless otherwise noted. The Ministers are empowered to act within their job duties.

The Current Ministries are:

[b][i]The Ministry of Defense[/i][/b]
While the Prime Minister Office retains the title of Commander-in-Chief of the United Nations Security Force, the military arm of the UN is overseen by the General of the UN who serves as the Chief of Staff. The General of the UN is charged with the handling of any and all matters directly pertaining to the defense of the UN including, but not limited to, military attacks on citizens by enemies foreign and domestic, counter-espionage actions in defense of the UN and its operational security, broadcasting of alliance-wide messages, oversight of any and all attacks launched by citizens of the UN and the organization of the UNSF including the induction, promotion and demotion of soldiers. The General is free to appoint a Lieutenant General to perform any responsibilities he or she feels necessary.

[b][i]The Ministry of Foreign Affairs[/i][/b]
The Minister of Foreign Affairs is charged with the oversight of all ambassadorial staff and activities within the UN including any and all members assigned as diplomats to other alliances. In the event of work on a treaty with another alliance the Minister of Foreign Affairs is empowered to take charge of any negotiations being conducted by a diplomat for the purpose of coordinating more closely with the Prime Minister Office. The Minister of Foreign Affairs is free to appoint a Deputy to perform any responsibilities he or she feels necessary.

[b][i]The Ministry of Internal Affairs[/i][/b]
The Ministry of Internal Affairs exists as an overseer of the internal functioning of the alliance, and a source of information and reference materials for the UN as a whole. The Minister of Internal Affairs is charged with the oversight of the Ministries of Economics and Recruitment, and the production and maintenance of any guides or informational resources. The Minister of Internal Affairs should also serve as a resource-in-person both on IRC and the forums for the purposes of answering questions posed by the citizenry. The Minister of Internal Affairs is free to appoint a Deputy to perform any responsibilities he or she feels necessary.

[b][i]The Ministry of Economics[/i][/b]
The Ministry of Economics, overseen by the Minister of Internal Affairs, is responsible for the development of nations in the forms of aid, tech, trades, and other monetary issues. The Minister of Economics is charged with assisting citizens in establishing stable trade circles for the purposes of ensuring growth and development for their nations as well as the arming of said nations with nuclear weapons through the acquisition of uranium trades. The Minister of Economics is also charged with [strike]the establishment of tech deals for citizens of the UN (one-by-one and three-by-three deals)[/strike], the development and implementation of aid programs to assist citizens of the UN in the growth of their nations, and the handling of any and all settling of debts owed on the part of the UN to another alliance. The Minister of Economics is free to appoint a Deputy to perform any responsibilities he or she feels necessary.

[b][i]The Ministry of Recruitment[/i][/b]
Operated by the Minister of Recruitment and overseen by the Minister of Internal Affairs, this Ministry is tasked with the writing and distribution of recruitment messages in an effort to bring new citizens to the UN. The Minister of Recruitment is specifically empowered to form a recruitment staff from within the ranks of the alliance for the purposes of increasing the distribution of messages and shall, upon request, verify the referral of any and all new recruits to the alliance to the Prime Minister Office. The Minister of Recruitment is free to appoint a Deputy to perform any responsibilities he or she feels necessary.


[b][i]Section 1: The Powers of the Ministers Regarding Bills and Treaties[/i][/b]
The Minister of Foreign Affairs and the General are each given one (1) vote for the purpose of approving or denying treaties with foreign powers. The Prime Minister Office shall hold the power of two (2) votes. There must be a majority for the treaty to pass.
The Minister of Internal Affairs and the closest Ministry affected by the proposed bill are each given one (1) vote for the purpose of approving or denying new bills governing the conduct of the UN. The Prime Minister Office shall hold the power of two (2) votes. The Prime Minister Office will determine which Ministry is most closely affected, and will allow that Minister to vote on the bill. There must be a majority for the bill to come into effect.

[center][size=6]Article VI - War[/size][/center]

War is an action used to resolve conflicts between multiple nations or multiple alliances. Under a State of War the Minister of Defense commonly known as the General of the UN, has 75% of Command of the Military. He/She has the power to Declare War, Plan Strategic Battles, and has the Authorization to call a Nuclear Strike.

[b][i]Section 1: General of UN's Duty[/i][/b]
Once in War, the General will have the COM. He's duty is to bring upon Victory within this alliance. He/She will have all the tools and abilities to lead us into victory. The General shall be in contact with the Minister of Internal Affairs, the UN Judicial Panel, and the Prime Minister. This is to insure the safety and success of the UN Defense Operations.

[b][i]Section 2: Nuclear Weaponry[/i][/b]
A Nuclear Weapon is a Weapon of Mass Destruction. It is used to obliterate an enemy with worthless aggression. In the eyes of the UN, Nuclear Weapons are not our Last Line of Defense, nor is it Our First Line of Defense. Nuclear Weapons are to be owned by Nations that has permission from the General to conceive them. Once a nation within this alliance has bought a Nuclear Weapon, they will be placed under the Nuclear Strike Team List. This team will be order to fire Nuclear Weapon under the Permissions of the General and Prime Minister. No one is allowed to carry a Nuclear Weapon with the consent of the General of the UN.

[b][i]Section 3: Nuclear War[/i][/b]
If the United Nations of Power is forced into a Nuclear War, all nations are to Max Out all Military Personnel and begin a Massive Attack on the Enemy with aggression. All nations will be given 3 to 4 nations to attack, in which the result from such attack will end in catastrophic losses.

[b][i]Section 4: Tech Raids[/i][/b]
In order to engage in a Tech Raid, a nation must receive a Tech Raid Licence. The means of a TRL is to ensure that you know the rules and regulations of tech raiding. There are requirements that must be met in order to initiate a tech raid. They are as follows:

[*] The nation must be an Unaligned nations, and a nation you can beat.
[*] If aligned, that nation must be in an alliance of last than 5 members.
[*] If the nation is an applicant of a larger nation, do not attack.

[b][i]Section 5: Waging War[/i][/b]
We do not wage war unless someone attacks us. Once one nation is attacked, all nations are attacked. Nations that are under the UN War List, any nations that fits the criteria can attack that nation at will. If the nation under the War list is marked ZI, a minimum of 2 nations can attack this enemy. And if the nation under the War List is marked WANTED, all nations that fits criteria can attack at once. This is only by the Permission granted by the General and Prime Minister once on the list.

[center][size=6]Article VII - Mergers and Dissolution[/size][/center]

It is understood that, from time to time, alliances can join together to join larger organizations or can become defunct due to reduced membership, internal inactivity or other factors. As the United Nations of Power is an alliance founded on the principle of choice for the common member, it is understood that such drastic actions must take place only at the behest of the popular sentiment. In order for the UN to 1) merge into or accept the merger of another alliance or 2) officially dissolve and retire the name and flag of the alliance a vote of the general membership must take place. Should 2/3 of the general membership vote in favor, the Ministers of the alliance vote in favor and the Prime Minister Office give its assent, the merger or dissolution shall take place immediately.


[center][size=6]Article VIII - Amendments[/size][/center]

It is recognized that as the political environment changes and the UN grows, amendments to this Constitution may be needed. Amendments may be drafted, posted and discussed by any member or group of members in the alliance in the private sections of the forum. A vote on the amendment may be called by the author(s) at any time and will last for seventy-two (72) hours. A vote of two-thirds (2/3) in favor is needed for the amendment to be passed to the Prime Minister Office for final approval. Should the Prime Minister Office give final approval to the amendment, it shall be immediately incorporated into the Constitution.
