To the Slavorussian Empire

You have entered a canal zone which was part of the territory of the Greater Nordic Empire. It is now part of the United Federation of the East's protectorate. This constitutes an aggressive act upon the United Federation of the East. We request you immediately extract yourself. If you wish to acquire the canal zone part which bisects your territory we may discuss this, but only after your forces have extracted themselves from the territory. Lack of reply within 48 Hours will be taken as an invasion of the United Federation of the East.
Classified:

200, 000 troops were to be mobilized from SE Asia to the Indian Ocean Merchant Marine Reserve Fleet along with the 2nd Fleet, in order to reinforce the MP protectorate force. Transmissions were sent to Burma and the Caspian Clique requesting assistance in the form of logistical support and expeditionary forces to secure the Canal Zone. A second transmission was sent to Vauleyo requesting that it be ready to activate its mutual defense pact with the United Federation of the East to tie down Slavorussia's army in the East. A final transmission was sent to the Kingdom of Cochin requesting an open land logistical corridor under the Aid article of the UFE-Cochinese PIAT.
Private to United Federation of the East

A logistical corridor has been created for the military transit of United Federation of the East from Hami to Karakol from where UFE would be able to cross into the UFE Central Asian Protectorate. UFE military forces would be required to have all its weapons in unarmed position during the transit with the weapons and ammunitions kept separate. During the period of transit, Royal Cochin Defense Forces would ensure the security of United Federation of the East's armed forces. An assembly area would be readied close to the UFE Central Asian Protectorate border where UFE military force could rearm before further transit into UFE Protectorate where RCDF would hold no responsibility for the security of UFE forces.

I see you are referring to the Trans-Caucasian Canal. You are correct, we have approximately 5,000 soldiers and border guard agents securing the canal from the Sea of Azov to the end of our border with your Russian protectorate. The Ministry of Defense will recall them as long as there are no armed soldiers from any other countries in the canal zone.

-Prime Minister Dmitry Medvedev
The UFE will commit to not having armed forces on the canal zone, however, we will permit ships to move through the canal itself. The Caucus Unity Treaty remains in effect and armed vessels which comply with UFE laws will be permitted. The UFE permits UFE coast guard and naval vessels (we have no plans to dispatch the latter), and we allow for foreign military vessels which have no ongoing disputes with us to use water ways so long as their weapons remain covered during their transit.
We can agree. For your records of this event, our ships will remain stationed inside our territorial waters, but outside the canal zone in the Sea of Azov watching for ships that might be hostile. Now I would like to accept your earlier offer on acquiring the canal zone that is inside Slavorussia.

Classified to the UFE

Although the situation has been resolved, the Caspian Clique opens the major airbases at Ashgabat, Turkmenbasy, Kabul, and Kandahar, and designated them as bases where the UFE Military Combat and Logistic Aircraft in the region can congregate. A forward operating base is also being established near Balkanabat on the Caspian Sea, allowing for an ground force assembly point for UFE troops operating in their protectorate north of the Caspian Clique. This base had secure facilities for storage of munitions as well as supplies, and is planned to have a capacity of twenty-five thousand soldiers.

This forward operations base would be operated by the Caspian Clique, and open to its allies, and was designated "Joint Forces Base Balkanabat".

The United Federation of the East would be willing to come to an agreement where the Slavorussians purchase the area of the canal zone which goes through Slavorussian territory in exchange for guarantees that the local allies of the UFE: Rebel Army, Greater Nordic Empire, and Caspian Clique be allowed to move through the entire zone unimpeded. We also wish for the UFEs vessels to be given similar courtesy for the duration of our protectorate over the region.

"We have no objection to allowing commercial ships and trade vessels to go in and out of the canal. As a rule we never disrupt trade with countries that we are at peace with. However, we are concerned about safety. The only type of vessels we would restrict are warships. The canal has been used as a base of operations to attack us in the past, and we don’t want to see that happen again."

"If your concerned about the canal being used as a stage for a naval attack against you, I could direct you to competent UFE armament dealer which could supply you with the necessary armaments to defend yourself. However I do not believe that you should be restricting the rights of the other Caspian powers to transit between the Caspian and Black Sea."

“Our goal is to prevent the loss of life before an attack occurs. When it comes to armed conflict the Slavorussian government prefers to be proactive, not reactive. We’d make a concession for the Caspian Clique if and when they develop their own blue water navy, but only if they would agree to at least signing a non-aggression pact. There’s hardly any need for other countries to keep a blue water navy in an inland sea. Additionally the toll to use the canal would be kept minimal, just enough to cover operation and maintenance costs.”

The Greater Nordic Empire also will shortly have territory once again on both sides of the Canal, as they are your former and soon to be future treaty partners as they intend to rejoin the european blocs you are part of, I assume you will not have an issue with them too having rights?

"3,000,000,000 bancors for the section of the Trans-Caucasus Canal that intersects Slavorussian territory, including all assets related to the operation, upkeep, and defense of the canal within that previously mentioned zone of the canal. Approved on behalf of the government of the Empire of Slavorussia."
