I've recently been part of a very long thread, and I suggested to someone else that they should remain on topic, mainly because I didn't want the thread to get locked. Is that a warnable offense? I know that the forum rules in general prohibit that sort of thing, but I often see arguments refuted (or at least ignored) on the basis that they're irrelevant to the subject at hand.

That is correct - discussion of any moderation issue (whether it involve trolling/flaming/flamebaiting or the closing of a topic, to name a few) is warnable.
